Biography

2024: Appointment of the Deputy Director of the FSIN, supervision of digitalization

Russian President Vladimir Putin signed a decree appointing Sergei Shcherbakov as the new deputy director of the Federal Penitentiary Service (FSIN) of Russia. The decree comes into force from the date of its signing, July 2, 2024.

Shcherbakov previously worked in the office of Deputy Prime Minister Dmitry Chernyshenko and was responsible for the implementation of digital transformation programs for the state, operational interaction with the heads of federal executive bodies, executive authorities of constituent entities of the Russian Federation, other bodies and organizations, and was also responsible for the directions of fixed, mobile, satellite communications, including the development of communications and broadcasting on the territory of new constituent entities of the Russian Federation. This was reported to TASS in the Chernyshenko apparatus. They noted that the tasks of the new deputy director of the FSIN will be:

  • implementation of the FSIN digital transformation strategy and its coordination with other strategic planning documents;
  • analysis of the activities of structural units of the Federal Penitentiary Service of Russia, institutions and bodies of the penal system in order to increase the effectiveness of the implementation of the assigned tasks through the introduction of digital technologies;
  • integration of digital initiatives of institutions and bodies of the penal system;
  • ensuring the stable and uninterrupted operation of its own digital infrastructure;
  • organization of information and cybersecurity, information protection;
  • modeling information security processes;
  • determination of external and internal sources of threats, means and methods of information protection, measures to counter targeted external influences.

In addition, the new deputy head of the department will develop and implement a project approach to the introduction of digital technologies, the formation of a technical architecture of computer systems, the creation of infrastructure and basic software, as well as the design and creation of data storage systems.[1]
