The Russian Ministry of Foreign Affairs has begun to create a single digital platform. This became known on July 18, 2024 from the published draft resolution of the department on the official portal of legal information.

According to Kommersant, the new state information system (GIS) called the Unified Digital Platform of the Russian Foreign Ministry will consist of 12 subsystems. The platform is designed to ensure the automatic collection of information, analysis and forecasting of the international situation, tracking the information field, as well as the preparation of materials to promote the interests of Russia abroad.

Among the key functions of the new GIS is the support of Russian citizens abroad, the provision of secure communications inside the central office of the Ministry of Foreign Affairs, consular and diplomatic missions. In addition, the system will unite all communication channels of the ministry into a single structure.

The Research center of informatization of the MFA will act as the operator of a system. The project will be financed from the budget of the new national project "Data Economics." However, specific amounts are not specified in the document.

IT market experts believe that several contractors will be engaged in the development of the "Unified Digital Platform" of the Ministry of Foreign Affairs due to the diversity of the tasks set. Kirill Semion, General Director of the National Competence Center for Holding Information Management Systems, noted that the systems will be developed by various contractors due to diverse tasks.

The technical director of the Sphere platform, Yuri Druchinin, pointed out the difficulties that may arise during the implementation of the project. According to him, the main difficulties are associated with the need to integrate 12 related systems and fulfill high information security requirements. The cost of the project will be several billion rubles and a significant part of it will be spent on development "from scratch," he said.[1]
