Ministry of Labor signed a contract for the purchase of 1.5 thousand computers for 216.6 million rubles

In mid-August 2024, it became known that Technoprogress LLC would deal with the supply of automated workplaces for medical and social expertise institutions of the Ministry of Labor of Russia. We are talking about the purchase of about 1.5 thousand computers for 216.6 million rubles.

It is noted that after the end of the submission of applications as part of the procurement on August 1, 2024, the auction was declared invalid on the basis of paragraph 1 of Part 1 of Article 52 of Federal Law No. 44-FZ. The protocol for summing up the results of the electronic auction states that only one application for participation in the competition was submitted - from Technoprogress LLC. It was this organization that became the executor of the contract.

According to the results of the determination of the supplier (contractor, contractor), the contract is concluded with the procurement participant, whose application is the only submitted application (A-200436 identification number) and is recognized as meeting the requirements established in the procurement notice, the protocol says.

In total, 1,439 monoblocks and 32 laptops will be delivered to the institutions of medical and social expertise of the Ministry of Labor. They will have a domestic operating system with a Linux kernel. The supplied devices shall contain all necessary components, electrical and interface connecting cables, as well as operating documentation. Drivers that are required for full operation of computers must also be included.

At the same time, according to CNews, the purchase of automated workplaces for the Ministry of Labor was tried to stop the company "DEPO Computer," which sent a complaint to the FAS about the customer's violation of the requirements for issuing auction documentation. It was said, in particular, about the incorrect registration of the transfer of non-exclusive rights to the software. However, the FAS declared this complaint invalid.[1]

Call of Tender

The Ministry of Labor of Russia initiated the purchase of 1,500 computers running on Russian Linux operating systems with Intel processors. For these purposes, ₽216,6 million were allocated. The equipment is intended for medical and social expertise institutions in 16 regions of the country, according to a tender published on July 16, 2024 on the public procurement website.

According to CNews, ₽216,6 million have been allocated for the purchase, which will go to the purchase of 1,438 monoblocks and 32 laptops. The cost of one monoblock varies from ₽149,9 thousand to ₽152,8 thousand, and a laptop - from ₽148,2 thousand to ₽149,9 thousand. All supplied devices must be new and be in warranty service for at least one year.

The Ministry of Labor buys 1,500 computers on Russian Linux and Intel processors for 216.6 million rubles

All-in-ones purchased must meet the following requirements: processors with at least four cores and eight threads, base frequency at least 3.3 GHz, 6 MB cache, RAM at least 8 GB, SSD at least 480 GB and screens with Full HD resolution (1920x1080) and 2560x1440 pixels, depending on the type of device. The first type of monoblock will be black with a screen diagonal of 23 inches, the second - white with a diagonal of less than 27 inches.

Laptops purchased by the Ministry of Labor will weigh up to 2.1 kg, have a battery with a capacity of at least 67 watt-hours, processors with at least four cores and eight threads, 16 GB RAM and 480 GB SSD. The laptop screen will be at least 14 inches in size, while they will be equipped with touch screens and various interfaces such as USB, HDMI, M.2, Type-C and Gigabit Ethernet RJ45 8P8C. All devices will come with a pre-installed operating system and trusted boot tools.

According to the terms of reference, all devices must run on Russian Linux operating systems with a kernel at least version 5.10. Possible operating systems include Alt 8 SP, Red OS, Osnova, and Astra Linux. Operating systems should support certified tools for managing authentication and user accounts, provide access differentiation, containerization and data security.

The search for a supplier takes place on a competitive basis, which will end on July 25, 2024, and the results will be summed up the next day.[2]
