2024: Rosavtodor introduces AI into oversized cargo control system for 210 million rubles to halve road damage

In July 2024, Rosavtodor announced plans to introduce artificial intelligence into the oversized cargo control system. The department intends to allocate ₽210 million for the modernization of the information system for monitoring vehicles carrying large and heavy cargo on federal highways. The goal of the project is to reduce damage to roads by half - from ₽61,2 billion to ₽122,4 billion per year.

According to Kommersant, the Center for Monitoring the Safe Operation of Highways of Rosavtodor has already begun to search for a contractor for the implementation of this project. Acceptance of applications will last until August 2, 2024. The main task of the contractor will be to create an intelligent module for recognizing state registration numbers for automated weight and dimensional control points (APVGK).

AI looks after roads for 210 million rubles

The new system will be able to identify hidden and unreadable numbers, including with deliberate evasion of weight and size control. In addition, it is planned to add a function of accounting for foreign state numbers to control trucks owned by foreign owners in order to transfer data to supervisory authorities and collect fines.

According to Rosavtodor, in 2023, every third truck moved on roads exceeding the permissible parameters, and every tenth - with a significant excess. This trend continues in 2024. The average overweight by total weight is 40%.

Currently, 30 automated weight and dimensional control points operate on the federal highways of Russia, of which five operate in test mode. By the end of 2024, it is planned to increase their number to 43.

Vladimir Matyagin, president of the Gruzavtotrans association, believes that the introduction of a module for recognizing hidden and poorly read numbers will increase the transparency of the industry. However, he noted that the main comments of carriers to the organization of weight and size control are associated with incorrect readings of the points themselves, which lead to unreasonable fines.[1]
