2024: Work on the creation of GIS

In July 2024, the Federal Air Transport Agency (Rosaviatsia) announced the creation of the Aviasert state information system (GIS) for certification of a typical design of aviation equipment. The new system is designed to automate and optimize certification processes in the field of civil aviation in Russia.

According to information published on the official website of public procurement, the tender for the development of FGIS Aviasert was placed on June 4, 2024. The project budget is ₽216,6 million.

Rosaviatsia develops Aviasert GIS for certification of aviation equipment

The main goals of Aviasert are to create a single information space for participants in the mandatory certification process, automate the collection and processing of data on applicants, as well as control over compliance with the procedures and deadlines for certification. The system will help to quickly identify the risks of violations and take measures to prevent them.

The terms of reference for the tender indicate that FGIS Aviasert should include a number of functional subsystems, such as "Applications," "Certification Works," "Directories," "Analytics," "Administration," "Integration Interaction," "Information Security Assurance" and "Help."

Particular attention is paid to the compatibility of the new GIS with operating systems installed on the customer's automated workplaces - Red OS and Astra Linux. This requirement emphasizes the course towards import substitution in the field of software for government agencies.

To ensure the integrity of data in the system, the Russian database management system (DMS) will be used. All data will be organized according to a specific model and presented as structured tables, collections, and hierarchies.[1]
