2024: FSIN improves electronic bracelets to more often apply house arrest instead of jail

The Federal Penitentiary Service (FSIN) of Russia plans to modernize electronic bracelets for the wider use of house arrest instead of detention. This was announced in July 2024 by the Deputy Director of the FSIN of Russia Sergei Shcherbakov after familiarizing himself with the work of the electronic monitoring system for controlled persons (SAMPLE) at the Moscow Penal Inspectorate.

Shcherbakov noted the need for a "high-quality jump" in SAMPLE equipment. The system, developed more than 12 years ago, needs to be updated to the modern level. It is planned to develop a technical assignment for the modernization of SAMPLE, taking into account the achievements of Russian electronics in recent years.

The Deputy Director of FSIN emphasized the importance of introducing new communication systems, microelectronic devices and positioning systems to more accurately track the location of controlled persons. Particular attention will be paid to increasing the autonomy of the equipment and eliminating communication failures that can lead to loss of signal from the tracking device for a long time.

Shcherbakov pointed out the need to humanize the penitentiary system, especially in relation to persons who committed crimes by negligence. If isolation from society is not required, and a person is ready to comply with all the requirements of house arrest or restriction of freedom, these measures should be applied instead of detention.

The modernization of electronic bracelets will reduce the burden on the penal system and prevent the involvement of people in the criminal environment. At the same time, an increase in the load on employees of penitentiary inspections is expected, so improved equipment should take on most of the routine work.

By the beginning of 2024, under the control of SAMPLE in Russia, there were 22.5 thousand convicted of restriction of freedom and 32.2 thousand persons whom the court chose house arrest or a ban on certain actions. For 2023, with the help of the system, more than 7 thousand violations of the order and conditions for serving the sentence and the execution of preventive measures were revealed.[1]
