2024: Arrest in the case of embezzlement of 27 million rubles

At the end of May 2024, Sergei Gvozdev, Deputy General Director of Roskhimzashchita Corporation JSC, was detained on charges of embezzlement of more than ₽27 million. He was sent to a pre-trial detention center, and at the end of July 2024, the Leninsky District Court of Tambov extended his arrest until September 19, 2024.

The investigation claims that Sergei Gvozdev, using his official position, organized the supply of Roskhimzashchita products to two affiliated legal entities - Moscow companies NPK Pozhkhimzashchita LLC and Promete LLC - at a price below cost. As a result, according to experts, the damage amounted to ₽27,41 million. Gvozdev does not admit his guilt.

Roskhimzashchita Corporation, founded in 1958 on the basis of the Tambov Research Chemical Institute, specializes in the production of personal and collective protective equipment and chemical products. It consists of five research institutes, two design organizations and four factories. Sergey Gvozdev has been the first deputy general director of the corporation since August 2021.

The investigation claims that the suspect organized the supply of Roskhimzashchita products at prices below cost in the period from 2021 to 2023. Earlier, in 2018, the Moscow department of the Federal Antimonopoly Service found NPK Pozhkhimzashchita and Promete guilty of conspiracy at auctions for the supply of overalls and civil defense equipment for metropolitan hospitals and the bureau of forensic medical examination.

Sergei Gvozdev's lawyer filed an appeal against the arrest, arguing that the court did not take into account the presence or absence of the very fact of the crime. In his opinion, Gvozdev's powers did not include concluding contracts on independently developed conditions. The lawyer also pointed to the merits and personal data of the accused - participation in the elimination of the accident at the Chernobyl nuclear power plant, the presence of chronic diseases, awarding the Order of Courage and gratitude to the President of Russia. However, the Tambov Regional Court rejected the complaint.

The appellate instance also noted that the wiretapping of Gvozdev showed his attempts to counteract the investigation and failure to appear on the call of the investigator without good reason.[1]
