Detention on charges of taking bribes

On August 20, 2024, the Federal Penitentiary Service (FSIN) announced that the head of its Digital Transformation Department was detained by the security forces. The man is suspected of taking a bribe.

It is said that the detention was carried out by officers of the FSB of Russia together with the Main Directorate of the FSIN's own security. The Main Investigation Department of the Investigative Committee of Russia for the city of Moscow opened a criminal case under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (receiving a bribe on an especially large scale). It provides for punishment, including in the form of imprisonment for up to 15 years with a fine of up to 70 times the amount of the bribe.

The name of the suspect at the time of detention was not disclosed. The FSIN website reports that the department created in 2022 was headed by Colonel of the Internal Service Alexei Timchenko. At the same time, as of August 21, 2024, Colonel of the Internal Service Sergei Lebedev is listed on the FSIN website as the head of the Digital Transformation Department. The main tasks of the division are called:

  • Formation and implementation of a unified technical policy in the field of digital transformation and informatization;
  • Preparation of draft regulatory legal acts in the field of digital transformation and informatization;
  • Organization of optimization of FSIN activities processes;
  • Providing a phased transition to domestic software, equipment and a unified development environment;
  • Organization of technological independence of information systems and information technology infrastructure from foreign solutions;
  • Formation and implementation of a unified policy to ensure information security of information that does not constitute a state secret.[1]

Arrest on charges of taking a large bribe

On August 21, 2024, the Zamoskvoretsky District Court of Moscow arrested Alexei Timchenko, head of the digital transformation department of the Federal Penitentiary Service (FSIN). He is suspected of receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation).

According to TASS, referring to information received from knowledgeable persons, we are talking about a bribe in the amount of 2 million rubles when purchasing software and equipment. The same amount of bribe calls the publication "RIA Novosti." The decision of the Zamoskvoretsky District Court of Moscow granted the petition of the preliminary investigation bodies to elect Timchenko a preventive measure in the form of detention.

The Kommersant newspaper adds that Timchenko's collection of expensive watches and a Mercedes-Benz car have been seized. It is noted that the suspect was charged with taking a bribe on an especially large scale. He faces up to 15 years in prison.

The agency recalls that earlier the Zamoskvoretsky court left Timchenko in custody until October 19, 2024.

Alexey Timchenko is accused of committing a crime under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (taking a bribe on an especially large scale). This part provides for punishment in the form of imprisonment for up to 15 years. The Telegram channel of the Investigative Committee (IC) of Russia reported on August 20, 2024, that the criminal activities of the defendant were suppressed thanks to the joint work of investigators of the Moscow TFR, the FSB of Russia and the FSIN's own security department.

The Department of Digital Transformation of the FSIN Penitentiary Service, headed by Alexei Timchenko, is engaged in the transition of the department to domestic software, equipment and a unified development environment. By September 13, 2024, Colonel Sergei Lebedev is the interim head of the department.[4]

Denial of receiving a bribe

On October 20, 2024, it became known that the former head of the digital transformation department of the Federal Penitentiary Service (FSIN) of Russia, Alexei Timchenko, did not admit guilt in receiving a bribe. He calls the allegations against him unfounded.

Timchenko is suspected of receiving a bribe on an especially large scale - part 6 of Art. 290 of the Criminal Code of the Russian Federation. Such acts are punishable by imprisonment for a term of 8 to 15 years with a fine of up to 70 times the amount of a bribe and with deprivation of the right to hold certain positions or engage in certain activities for up to 15 years. The Zamoskvoretsky District Court of Moscow arrested Timchenko on August 21, 2024.

Sources in law enforcement agencies told about the position of Timchenko and his lawyer in the framework of the case, according to TASS. The defense, in particular, considers the decision to arrest the defendant illegal. As the lawyer emphasizes, there is no evidence that, while at large, Timchenko can somehow influence witnesses. In addition, the defense indicates that a foreign passport has been seized from the suspect, and therefore he cannot leave Russia and hide abroad. It is also said that Timchenko has no real estate or sources of income outside the Russian Federation.

The court believes that the investigation provided enough information to suspect the former head of the FSIN digital transformation department of involvement in the alleged crime. At the same time, the decision of the Zamoskvoretsky District Court of Moscow granted the petition of the preliminary investigation authorities to extend the term of Timchenko's detention. In accordance with the new decree, he will stay in the pre-trial detention center until November 19, 2024.[5]

Seizure of property

On October 30, 2024, the Zamoskvoretsky Court of Moscow seized the property of the former head of the digital transformation department of the Federal Penitentiary Service (FSIN) of Russia Alexei Timchenko. He is accused of receiving a bribe in the amount of 2 million rubles.

Timchenko was detained on August 20, 2024 in Moscow, after which he was sent under arrest. The official was charged under Part 6 of Art. 290 of the Criminal Code - taking a bribe on an especially large scale. Such acts are punishable by a fine in the amount of 3 million to 5 million rubles or in the amount of 80 to 100 times the amount of a bribe with deprivation of the right to hold certain positions or engage in certain activities for up to 15 years, or imprisonment for up to 15 years with a fine of up to 70 times the amount of a bribe.

According to RIA Novosti, as part of the case, the court imposed a security arrest on Timchenko's property: in the event of a conviction, a fine can be repaid at the expense of this property. Earlier, a collection of expensive watches and a Mercedes-Benz car were seized from the suspect. Since Timchenko is accused of a corruption crime, the investigation can check the legality of the acquisition of property and, in case of violations, achieve its seizure in the state's income.

Earlier, the decision of the Zamoskvoretsky District Court of Moscow granted the petition of the preliminary investigation authorities to extend Timchenko's term of detention. The ex-head of the digital transformation department FSIN does not admit his guilt. Timchenko's defense, as noted by TASS, also considers the decision to arrest the official illegal. As of the end of October 2024, the interim head of the named department of the FSIN Service is Colonel of the Internal Service Sergei Lebedev.[6]
