2024: Work on the national project

On August 22, 2024, it became known about the launch in Russia of the national project "Industrial Support for Transport Mobility," the total budget of which will be ₽6,7 trillion. The initiative is aimed at the development of the domestic aviation, automobile and shipbuilding industries and provides for the implementation of several programs until 2030. The main efforts will focus on the production of civilian aircraft, helicopters and electric vehicles, as well as the installation of infrastructure to maintain them.

According to Vedomosti, the project is divided into three implementation scenarios: conservative, basic and necessary. The conservative scenario is estimated at ₽635 billion, of which ₽520 billion will be extrabudgetary funds, and ₽6,6 billion - funds of the National Welfare Fund (NWF). This option provides for the construction of 299 ships, the production of 235 aircraft and helicopters, as well as the production of 618 thousand electric vehicles and hybrid cars. In addition, it is planned to install 3,000 electric filling stations (EZS) throughout the country until 2030.

The basic scenario of the project increases the budget to ₽2,47 trillion, of which ₽586 billion will be attracted from extrabudgetary sources, and ₽378 billion from the NWF. At the same time, the number of ships planned for construction will increase to 638, and the production of aircraft and helicopters will reach 426 units. In addition, more than 711 thousand electric vehicles will be produced and 28 thousand will be installed. EZS. As noted in the project materials, the largest costs fall on the federal program "Aircraft and Helicopter Construction," which makes up a significant part of the total budget. In the conservative version of the project, ₽500 billion are provided for these purposes, ₽1,64 trillion in the baseline scenario, and ₽5,16 trillion in the necessary scenario. Supporting demand for domestic aircraft is a priority of the program, especially given the sanctions that have limited the ability of Russian airlines to acquire foreign aircraft.[1]
