BFT-Holding automated the processes of municipal financial control of the Chamber of Control and Accounts of Nizhny Novgorod on the basis of the software product BFT Budget Control. "

The built solution allows you to effectively monitor compliance with the budget legislation of the Russian Federation and other regulatory legal acts governing budgetary legal relations, and optimizes all stages of the institution's activities - from planning control measures to reporting.

The Chamber of Control and Accounts (KSP) of Nizhny Novgorod is engaged in comprehensive control over the effective use of the city's budget funds: its powers include the examination of the city's draft budget, verification of budget execution, audit in the field of procurement and other activities. For many years, the institution has been systematically working on the development of IT infrastructure in accordance with the regional policy in the field of automation of key elements of public financial management.

Under the scrutiny of the control and accounting bodies of municipalities is more than a third of budget expenditures aimed at solving the most important problems of socio-economic development. countries Therefore, external municipal financial control is the main element of the territorial administration system in each region. For its successful implementation by the CSP, it is necessary to automate all types, forms and methods of external municipal financial control.

The key goal of the project to introduce an information system for automating the processes of external municipal financial control in the KSP of Nizhny Novgorod was to optimize each stage of the institution's activities - from planning control measures to generating reporting. As a result of competitive procedures, BFT-Holding became the executor of the project, and the basic system was BFT. Budgetary control. As of September 2024, the system has been introduced, adapted to the specifics of the activities of the KSP of Nizhny Novgorod and is undergoing a pilot operation stage.

The system "BFT. Budget control" is designed to automate all stages of budget control. First of all, it ensures the standardization of processes: maintaining directories of organizations and a classifier of violations. The first allows the specialists of the KSP of Nizhny Novgorod to save time on filling out information about the object of control in all documents, and the second is necessary to ensure a unified approach to assessing the facts of violations and shortcomings and automated generation of reports in the context of groups and types of violations.

At the stage of forming a plan of activities of the KSP of Nizhny Novgorod for a year, the system selects control objects using filters using risk-oriented planning.

Next, labor resources are planned: employees are assigned to specific activities. The system has a convenient schedule that gives complete information about the workload of each CSP inspector. It is a widget with a graphical display of employee participation in control activities on the calendar grid. Through this, the institution saves time on the distribution of employees by activities, taking into account their vacations, and can also analyze the level of current workload on personnel.

In preparation for the event, it is possible to form all the documents necessary for its holding in the system: for example, an order to hold the event, an event program, a notification of the head of the city, a notification of the GRBS and others.

In the system "BFT. Budget control" in real time, monitoring of the progress of control measures is available with the prompt recording of such indicators as the number of completed measures, their results, the course of elimination of violations. In order to take into account information about the eliminated violations, an electronic document "Record of the elimination of the violation" is created - one card for each detected violation within the framework of a specific control measure.

Based on the results of each event, it is possible to form documents in the system such as an act, conclusion, prescription, protocol on an administrative offense, submission, notification of the application of budgetary coercive measures. The process is accelerated due to the fact that the fields of the specified documents are filled automatically based on the information already available in the system.

Finally, in the "BFT. Budget Control" reports are formed: a draft annual report on the activities of the KSP of Nizhny Novgorod, a universal report (with the ability to select indicators contained in the system), a report "Audit result in the field of procurement." These documents, which are automatically created in the system, are editable.

According to the results of the project, the KSP of Nizhny Novgorod received a tool for effective organization of control measures, which allows to accumulate and provide employees with all the necessary information, reduce the time for planning events and preparing reports, and conduct operational monitoring of the implementation of events.

During the project, the processes of external municipal financial control were automated, including planning, preparation of inspections, registration of the results of measures and control over the elimination of violations. The implemented system allows our employees to centrally access all information resources of the Chamber of Control and Accounts, reduce the time spent on the formation of paper documents and reporting, track the progress and results of control measures.
