Optimization of the system "BFT. Budgetary control" using a risk-oriented approach

The Federal Standard for Internal State (Municipal) Financial Control "Planning of Inspections, Audits and Surveys," approved by Decree of the Government of the Russian Federation dated 27.02.2020 No. 208, obliges control bodies to form a control plan using a risk-oriented approach. At the same time, the document itself does not establish a scale of assessments and rules for calculating the value of the indicators of the risk criteria "probability of admitting a violation" and "materiality of the consequences of the violation."

Therefore, the control bodies must independently adopt a departmental standard in which a scale of assessments and rules for calculating the value of the risk criteria "probability of occurrence of a violation" and "materiality of the consequences of a violation" will be established in order to be able to classify the objects of control as 1 of 6 risk categories.

Calculation of risk categories in manual mode is a rather complex and labor-intensive task for employees of regulatory authorities. The system "BFT. Budgetary control" allows you to solve this problem using automated methods of working with information. It makes it possible to automatically calculate risk categories based on the data contained in the system. Thus, by moving a task to a digital space, you can save a significant amount of employee time when working on a risk-based approach.

The updated solution "BFT. Budget Control" has functionality that allows you to establish a rating scale ("low," "medium," "high") both for indicators of risk criteria and for criteria "probability" and "materiality." In the system, you can set the weight of the risk criteria key figures (significance factor) for rapid response to changes. Thus, the system allows you to automatically generate a risk rating of control objects, ranked by risk categories, on the basis of which you can prepare a draft control plan.

Risk-based approach subsystem when planning control activities

On July 14, 2022, BFT-Holding announced the modernization of the BFT. Budget Control software complex. The updated system will allow representatives of state authorities to rely on a risk rating when planning control measures, as well as improve the quality of automatic management of procurement processes.

Functionality

In June 2022, the BFT. Budgetary Control system, designed to automate the activities of internal state (municipal) financial control bodies, was developed.

The following updates have been implemented:

  • Risk-based approach functionality when planning control activities

  • service for uploading information and documents to the Unified Procurement Information System (UIS);
  • uploading information on small purchases from the ACK-State Order/ACK-Municipal Order system.

The implementation of the risk-oriented approach subsystem is connected with the Decree of the Government of the Russian Federation No. 208 "On approval of the federal standard of internal state (municipal) financial control" Planning of inspections, audits and surveys. " In the updated subsystem, the selection of control objects is carried out not only using the filtration method, but also on the basis of their belonging to the risk categories (risk rating) provided for by the Federal Standard. Users have the opportunity to independently determine the objects of control necessary for inclusion in the draft plan, as well as change the significance of individual risk criteria. If necessary, you can upload the object information to the appropriate printout and attach it as a justification to the draft plan.

The task of the Monitoring of Control Activity Indicators module is to ensure transparency of processes during control measures. It is a set of widgets that allow managers to quickly obtain all the necessary operational information about the status, results and statistical indicators of control activities. With it, you can track both the overall picture and each individual control task.

The added service of the BFT. Budget Control system allows you to automatically upload information to the Unified Information System (UIS). Its task is to facilitate the control bodies to comply with the requirements of Law No. 44-FZ and Decree of the Government of the Russian Federation No. 60 "On Measures for Information Support of the Contract System in the Field of Procurement." Information and documents intended for upload to the UIS, the service allows you to generate automatically from documents created in the system. The employee can only sign information and documents in the EIS personal account and place them. Thus, a single input of information allows to minimize errors associated with the human factor as much as possible.

The system also implements the functionality of downloading information from the procurement management system of the ACC-State Order in accordance with No. 44-FZ - small-volume purchases.
