The pardons reportedly included 7 women and 23 men. Most of the convicts are parents of minors and young children. All of these individuals were studied by the fugitive return commission under the direction of the prosecutor Andrei Shwed general. Citizens met the mandatory conditions of pardon - they filed a petition for pardon, pleaded guilty, sincerely repented and made a promise to lead a law-abiding lifestyle.
