2024: Agreement to Develop Digital Infrastructure for Intellectual Property Management

The government of the RSO - Alania and the Russian Center for the Circulation of Rights to the Results of Creative Activity "(RCIS) signed a cooperation agreement. Chairman of the Government of North Ossetia Boris Dzhanaev and Chairman of the Center Andrei Krichevsky put their signatures in the document. The RCIS announced this on September 18, 2024.

Now the companies of the republic will have at their disposal a variety of platforms and services based on a distributed register of РЦИС.РФ that will help them more effectively protect intangible assets. In addition, a pilot project on lending to innovative and creative business on the security of intellectual property can be implemented in North Ossetia. The relevant points are contained in the agreement between the republic and the Russian center for the circulation of rights to the results of creative activity.

Partnership with RCIS will help North Ossetia also digitalize intellectual rights management. Creative and knowledge-intensive enterprises in the region will be able to use the РЦИС.РФ infrastructure to protect and involve their intangible assets in commercial circulation. Regional authorities will be able to compare the number and commercial perspective of the created results of intellectual activity with the costs of supporting technological and creative industries.

The head of the RSO - Alania Sergey Menyailo noted that the regional business has a large number of inventions, developments and other objects of intellectual rights:

For example, one of the world leaders in the manufacture of micro-channel plates "Baspik" works in North Ossetia. Such industries have experience in developing and implementing original technical solutions that must be competently taken into account, protected and offered to the market. Services based on the РЦИС.РФ infrastructure will help solve this problem.

The head of the republic added that the region is actively included in the federal agenda for the development of creative industries, which will also benefit from tools based on the РЦИС.РФ network:

In 2023, we adopted the regional Concept for the Development of Creative Industries until 2030. There is a regional Foundation for the Development of Creative Industries, which implements grant programs, organizes meetings and forums. Also in Ossetia, the project office of the Presidential Fund for Cultural Initiatives has been opened. The republic is among the leaders in applications for projects in the field of creative industries submitted to the federal level. Of course, our creative companies need depositing tools, intellectual property exchanges, and designers of license agreements.

RCIS Chairman Andrei Krichevsky noted that the use of digital technologies in the field of IP creates optimal conditions for the implementation of a pilot project on lending secured by intangible assets.

By registering the rights to the object in our distributed register, entrepreneurs take into account and present their own intangible assets to the market. When assets are transparent and adequately valued, they can become collateral for loans, including preferential ones, for creative and technological businesses, "said Andrei Krichevsky.

In addition to the above, the RCIS and the republic plan to jointly organize monitoring of the introduction and use of digital platforms for intellectual rights management, conduct educational and educational programs on intellectual rights, involve scientific and educational organizations in the development of the IP sphere, identify and eliminate technological, administrative and legal barriers to the development of the intellectual rights market.
