A few years ago mismatch of the majority of old information systems to modern requirements, lack of high-quality support and integration with other operating information systems became a serious problem of higher education institution. Were revealed: incorrect calculation of unified social tax (insurance premiums), incomplete statistical reporting, diverse forms of orders and internal reporting. Discrepancy of data from different reports led to an overpayment of taxes. Besides, the discounts put to part-time workers at different faculties were not considered.

Low productivity of work of the relevant divisions led the management of the university to making decision on implementation of complex IT solution which could provide an effective personnel management process. Existence of resource Competence Center of SAP of the SPbSU created within University Alliance SAP promoted the choice of the solution of SAP company providing integration with other information systems of the higher education institution and capable to process large volumes of data.

Implementation began in May, 2008. Now the solution is implemented in most divisions of SPbSU, by the end of 2010 is going to cover all divisions. As a result of implementation the packet of regulations of interaction of divisions was developed, the portal of support is created, instructions of users, training programs, interactive lessons are prepared, development of the separate training environment of SAP is conducted. In 2011 it is going to complete integration with other operating information systems, to develop summary analytics of key indicators (SAP BusinessObjects).

Main goal of an implementation project of SAP ERP of HCM — the organization of work on personnel management of the university at qualitatively new level. Within the project such processes as personnel records, a time recording, payroll, design of an organization structure and planning of the staff list are automated. The forms of orders developed within the project and internal reporting are the basis for the all-university standard, business processes within the implemented functionality are corrected, new regulations of interaction of managements are developed.

The SAP solution ERP HCM allowed to reduce significantly costs for personnel management and also to cooperate more effectively with heads of other structural divisions, it allows to compare competently strategic objectives of management and personnel capacity of the university. The economic effect connected with the beginning of SAP implementation of ERP HCM is available: for 2009 the SPbSU was succeeded to save more than 50 million rubles only on correct charge of UST.
