Education:
Graduated from economics department of St. Petersburg State University. Then studied in a postgraduate study of faculty of management, defended the master's thesis on the subject "Formation and Functioning of the Virtual Enterprises as Control Objects in the conditions of Information Economy".
Trained in India, Germany, the USA and Sweden. In 2007 was trained at the Harvard business school at the rate of "Delivering Information Services" where became the first listener from Russia who finished this rate.
Achievements:
At the direct guide of I.G. Gorbunov at the Higher school of management projects on creation of IT infrastructure - the system of a video conferencing, "clever" audiences, digital media archive, RFID library, the training situational center and others were implemented.
Now enables project implementation of informatization of SPbSU.
From an interview of CIO
My career in SPbSU began in 2004 with a position of the director of information technology of the Higher School of Management (HSM). Then I saw self-combined servers, incorrect use of the licensed software, absence of technical support and other problems.
So long could not proceed, and at a meeting of the Academic council within the development strategy of faculty it was decided to approve the development strategy IT. Further the development plan was adopted – i.e. tactics was defined.
Respectively, the financial plan and the IT budget were approved. Not to make mistakes at an initial stage, we ordered the system project from the known integrator.
Creation of the "smart" buildings and audiences which are organically entered in historical building of the university became a result of work. There were an educational and situational center, a data processing center, the systems of a video conferencing were unrolled. We aim to create the world-class organization from the university and we see how information technologies help with it.
Creation of RFID library became an important stage of work in VShM. All books underwent RFID coding, as a result students got free access to all editions. The principle of work in such library is simple: before taking out the taken books from library, the student should put necessary library copies on the station of automatic issue, insert the electronic library card and enter a PIN code.
The station scans the RFID code, writes these books on this student and grants permission for their bringing through special "gate". The library card serves as the admission and to the multiple copying equipment which is in faculty buildings: each student has a limit of free printing of pages. Studying business processes of library, we came to a conclusion that a bottleneck in it is the librarian. A task of the modern librarian – to be not a keeper of book fund, but the consultant for information resources, for electronic bases.
Besides, dissemination of knowledge using video became the interesting project: on the portal of SPbSU the videoarchive where open lectures of the famous people acting in the university give all the best is created. The majority of lectures are available not only to students and the staff of the university, but also everyone.
In 2007 it was offered to me to hold a post of the Chief information officer of all SPbSU and to create all-university IT service where several divisions entered. For today in IT service about 70 employees work. Originally the employees was much more, but it was decided to be guided only by specialists of the high level therefore there took place reduction. It is better to pay well one professional, than several employees of the average level. Thanks to such approach in 2010. The IT service shows one of the lowest among divisions of the university routine of the personnel.
Who in SPbSU acts as the customer of IT projects and implementation of such projects in educational institution is how specific?
As customers the rector or heads of divisions, depending on a type of the project act. All understand that the IT allows to increase transparency of management of higher education institution. It is possible to give the information system operating at acceptance in higher education institution as an example. Data on work of the entrant are ciphered, and the stranger cannot check it. It is interesting that entrants can work with a system, bringing via the portal of data on itself and checking them. It reduces load of workers of selection committee and practically excludes a possibility of errors. Since 2010 the SPbSU issues diplomas in the Russian and English languages, and any employer through our system online can request data on validity of the education document.
As for implementation of IT projects in higher education institution, it is not so specific as it seems. The university is aimed at result too, too considers itself as production company – we only make not material products, but specialists and knowledge. It seems to me, the specifics of the company are defined not so much by industry accessory, how many value of the company. The more the company, the politician of implementations, opportunities of mutually coordination of different interests and achievement of agreements for ensuring harmonious work of different divisions is more in it.
Whether there is the IT direction of the university a task most fully to justify investments made in development of IT or even to earn?
I will emphasize that the IT service already brings to higher education institution income. First, because we, in fact, are the operator company and we sell services of telecom operators. There are also indirect indicators. We try to obtain profitability, saving means at implementation of implementation projects of these or those information systems, reaching transparency of different processes. For example, the system of release of specialists implemented in 2010 allowed to reduce defects of forms of diplomas from 30-32% to 1-2%.
