2025: Launch of the center, investments reached 2.2 billion rubles
In February 2025, the Unmanned Aircraft Systems Research and Production Center (SPC ALS) was opened in Tomsk, which became the largest in the Urals. ₽2,2 billion were allocated from the federal budget for the creation of the center, another ₽700 million was provided by the regional budget.
The center will produce seven models of unmanned aerial vehicles, including those with a carrying capacity of up to 200 kg. Director of the SPC BAS Denis Melikov said that mass production will begin in March 2025 with a capacity of up to 500 cars per month.
In theThe center has two sites: research and production sites are located in Tomsk, a flight test complex is organized in the Parabel district. Production includes a full cycle, from development and prototyping to production of production parts and final assembly.
The design workshop is working on reverse engineering - creating copies and improved versions of existing drone models from China, Vietnam and Thailand, including engine development.
The Governor of the Tomsk Region Vladimir Mazur noted that there is no longer such in scale and competence of the scientific and production center of unmanned aviation beyond the Urals. According to him, the center will help the development of the region, especially in the field of delivery of goods and medicines to hard-to-reach areas.
According to the publication, by the end of 2025, the production areas of the center are planned to be increased from 6.5 thousand to 9.5 thousand square meters. The capacity of the enterprise will be loaded by 40-46% in 2025 and 80% in 2026.
The project included 46 residents receiving grants through the National Technical Initiative Fund. The center develops and produces products for their projects, after which a decision is made to launch developments into mass production.[1]

Completion of the construction of the center
On October 29, 2024, it became known that the construction of a research and production center for unmanned aircraft systems was completed in the Tomsk special economic zone. The launch of mass production of drones is scheduled until the end of 2024.
According to RIA Tomsk, the first machines have already been installed at the production sites and the infrastructure for the placement of technological lines has been prepared. The project is being implemented within the framework of the national project "Unmanned Aircraft Systems."
InTomsk Center will become one of the three key production complexes of Russia for the production of unmanned aerial vehicles. Similar enterprises are being created in St. Petersburg and the Samara region. The total investment in the construction of three centers is ₽4,8 billion.
To equip the production in September 2024, 12 tenders for the purchase of specialized equipment were announced. 95% of the free space of the Tomsk special economic zone, where modular prefabricated buildings are being erected, has been allocated for the placement of the research and production center.
The structure of the new enterprise will include four main divisions: a flight test complex, a scientific and educational complex, a laboratory and research center and a collective use center. The production complex will carry out a full cycle of work - from the organization of flight tests to the serial production of unmanned aerial vehicles.
Special attention in the work of the center is paid to the training of qualified specialists for unmanned aircraft. On the basis of the enterprise, it is planned to conduct personnel training and research in the field of unmanned technologies, as well as organize experimental commercial operation of manufactured devices.[2]
Equipment purchases for 1 billion rubles
The authorities of the Tomsk region allocated ₽1 billion for the purchase of equipment for the center for the production of unmanned aerial vehicles (UAVs), which will be created on the basis of the special economic zone "Tomsk." This became known in September 2024. As part of this project, tenders were announced for the supply of high-tech equipment necessary for the development of unmanned aircraft in the region. The equipment should support the technological base of the center, which will strengthen the position of the Tomsk region in the field of scientific development and production of unmanned systems.
According to RIA Tomsk, the project to create a UAV production center is being implemented within the framework of the national project "Unmanned Aerial Systems," which was launched in 2024. The Federation allocated 4.8 billion rubles for the creation of three regional research and production centers in St. Petersburg, Tomsk and Samara regions. In the Tomsk region, the center will be created on the basis of the Tomsk special economic zone and will become one of the key objects in the development of Russian unmanned aircraft.
The purchase of modern equipment for the center is aimed at providing its advanced technological base. Within the framework of the project, it is planned to equip the machining site, laboratories and test areas with the latest equipment, which will allow developing and testing unmanned aerial vehicles at the highest level. The center also plans to introduce educational programs related to the management of UAVs, and the creation of a testing infrastructure to check and control the quality of the equipment produced.
According to RIA Tomsk, the authorities of the Tomsk region from September 17 to 24, 2024 held 12 tenders, which cover various areas of procurement, including furniture, equipment for test sites, educational and control systems, as well as laboratory and mechanical equipment. The main purchase item was a request for prices for the supply of machining equipment, the initial cost of which is ₽.880,6 million.[3]
