2024: Sentence - 7.5 years for asset divestment

In September 2024, the Basmanny District Court of Moscow sentenced Vyacheslav Potapov, former first deputy chairman of the board of the Regional Development Bank, to 7 years and 6 months in prison for misappropriating bank assets worth more than ₽2 billion. Potapov, holding a senior position at the bank, was found guilty of organizing a criminal scheme to withdraw the bank's liquid assets between October and November 2015.

According to the press service of the Moscow prosecutor's office, Potapov acted together with the founder of controlled companies Nikolai Rublev, who was also convicted. The court sentenced Rublev to 6 years and 6 months in prison in a general regime colony.

Ex-deputy chairman of the Regional Development Bank sentenced to 7.5 years for the withdrawal of assets

According to RIA Novosti, Potapov ensured the conclusion of a number of transactions in which the bank's liquid assets were exchanged for land plots in the Moscow region at an inflated value. These transactions were not in the interests of the credit institution and caused damage.

The court found that as a result of the actions of Potapov and his accomplices, the bank's liquid assets were replaced by illiquid property with a significantly lower market value. The transfer of land plots was carried out through sales and cession agreements, which ensured the withdrawal of assets from the bank in favor of companies controlled by the organized group. During the investigation, it turned out that the bank did not need to acquire these plots.

The criminal case against other members of the criminal group is separated into a separate proceeding. The damage caused to the bank was partially compensated in civil proceedings. The court also satisfied the civil claim of the Deposit Insurance Agency in the amount of ₽729 million in full.

Potapov was found guilty under Part 4 of Article 160 of the Criminal Code of Russia for misappropriation of someone else's property on an especially large scale using his official position committed by an organized group. Rublev, in turn, was convicted under Part 5 of Article 33 and Part 4 of Article 160 of the Criminal Code of the Russian Federation for complicity in the commission of this crime.

The verdict against Potapov and Rublev has not yet entered into legal force and can be appealed.[1]
