2024: Seizure of property on charges of bribes during the construction of a medical academy

In October 2024, it became known about the arrest of the property of Sergei Gorsky, the former head of the construction department of the public law company Military Construction Company. The arrest was made in the framework of a criminal case on corruption and abuse of authority during the construction of a multidisciplinary clinic of the Military Medical Academy named after S.M. Kirov. Gorsky is accused of bribes during the construction of a medical academy.

According to TASS, citing the telegram channel of the military investigative bodies of the RF IC, the total value of Gorsky's arrested property exceeds ₽29 million. The charges were brought not only against him, but also against two other former leaders: Maxim Golovkov, the ex-head of the construction department for the Western Military District, and Dmitry Surtukov, who previously held the position of project manager in the same department.

All three defendants are charged with articles on receiving a bribe on an especially large scale and abuse of power when fulfilling a state defense order, which entailed grave consequences. According to investigators, the accused acted as part of an organized group and received a bribe of more than ₽13 million from the general director of the contractor company.

The bribe was intended for coordinating applications for advance work, failure to take measures on identified violations during construction, as well as for general patronage and connivance in the service as part of the execution of a subcontract for the construction of the clinic. As a result of these actions, the contractor unreasonably received an advance in excess of ₽1,3 billion.

The corruption case at the Military Construction Company reveals serious violations in the field of state construction contracts, especially those related to strategic objects.^[1]
