2024: House arrest in case of extradition of Chinese antennas for Russian
On November 8, 2024, it became known that the head of the research department (NIO-3) of Concern Avtomatika JSC, Alexander Nesterov, pleaded guilty in a large-scale fraud case. At the request of the investigation, he was released from the pre-trial detention center under house arrest.

Reportedly, we are talking about a criminal case related to the implementation of the project "Creation of a line of antenna systems of satellite communication stations." For these purposes, the Ministry of Industry and Trade allocated a subsidy in the amount of more than 400 million rubles. It was assumed that antenna systems would be used to provide satellite communication in cars, railway trains, water and air transport.
About 300 million rubles were spent on the development of product samples. However, an audit conducted by the Ministry of Industry and Trade showed that the design of the devices does not meet the requirements stated for it. The department appealed to the Investigative Committee of Russia, after which a criminal case was initiated. The investigation believes that the Avtomatika concern issued antenna systems purchased in China for its development.
Parts made in the PRC were used in the manufacture, although the complex was planned to be assembled from domestic samples, the publication of the Kommersant newspaper says. |
In June 2023, within the framework of the case, the general director of Avtomatika Andrei Motorko and his subordinate Alexander Nesterov were detained. Both were charged with fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). Such acts are punishable by imprisonment for up to 10 years with a fine of up to 1 million rubles.[1]
