2024: Initiation of a criminal case on "creating the appearance of digitalization" of Transbaikal State University
On November 29, 2024, it became known about the initiation of a criminal case, the defendant of which was the former vice-rector of Transbaikal State University (ZabGU). The case concerns abuse of office and official forgery related to the fictitious implementation of digitalization measures. This was reported in the telegram channel of the prosecutor's office of the Trans-Baikal Territory.
According to the publication Chita.ru, the defendants in the case were the ex-vice-rector of ZabSU, director of the center for digital transformation of education of the Institute for the Development of Education of the Trans-Baikal Territory Alexei Postovalov and the head of the university's information technology department Arkady Rakhmanin. The prosecutor's office does not name the accused. According to the investigation, from September to December 2021, they prepared fictitious documents that created the appearance of holding advanced training courses for teachers under the Pedagogical Design of Online Courses program.
As a result of these actions, ₽167,5 thousand were transferred to the account of the Institute for the Development of Education, which caused significant material damage to the budget of the university. According to the prosecution, the goals and objectives of the approved digital development program of the university were not achieved. Real training under this program took place only in 2023, after the initiation of a criminal case.
The investigation was initiated after the detection of a crime by officers of the FSB of Russia in the Trans-Baikal Territory. Deputy Prosecutor of the region Alexei Radchenko approved the indictment and sent the case materials to the Ingodinsky District Court of the city of Chita for consideration on the merits.
The accused are charged with violation of part 1 of article 286 of the Criminal Code of the Russian Federation ("Excess of official powers") and part 2 of article 292 of the Criminal Code of the Russian Federation ("Official forgery"). Under these articles, punishment is provided in the form of imprisonment for up to 4 years.[1][2][3][4][5][6]
