2024: Delivery of a special modification of Elarskan to 87 regional branches
Elar equips the notary industry of Russia with digital equipment. The company announced this on December 18, 2024.
A special modification of the ElarSCAN planetary scanner was developed by the Corporation's specialists for the Federal Notary Chamber and delivered to 87 regional offices.
In the process of developing the Unified Information System (EIS) of a notary, in addition to the ability to create digital documents, notaries have the need to transfer paper archives to electronic form. The system created by the notary uses the current data storage standards approved by the FSTEC and the FSB. Documents and files are placed in the protected circuit of the EIS, where they are guaranteed invariability, safety and protection against access of third parties. The notary's EIS is designed to store text documents of various formats - manuscripts, contracts, contracts, as well as power of attorney, birth certificates, diplomas and much more.
To create digital copies of paper documents that would meet all the requirements of the EIS, the Federal Notary Chamber (FNP), together with ELAR Corporation, developed a Centralized Equipment Program. Under industries Order Ministry of Justice of the Russian Federation No. 397 of December 14, 2022 "On the approval of the Procedure for storing notarial documents in electronic form, electronic images of notarial documents created on paper, contained in the unified notary information system, including technical requirements for the formats of such documents, the use of enhanced qualified electronic signature during their storage and access to such documents" The FNP developed a methodology and formulated a technical assignment, including standards and requirements for records and graphic images of documents. The adoption of the industry Program for equipping notary chambers made it possible to produce specialized equipment as planned - ELAR specialists developed a special modification of the ElarScan planetary scanner, as well as reserve production facilities and record the cost of work for the customer. To date, 87 regional notary chambers are already digitizing on typical planetary scanners, receiving a typical high-quality result.
In addition to the specially designed ElarScan model, a number of notary chambers were supplied with smaller scanners to equip small archive rooms.
A centralized approach to equipping the industry ensures the planned filling of the notary's information system with electronic documents and records from different regions, but corresponding to uniform standards and requirements. This, in turn, allows notaries to quickly access the necessary data and automate the necessary areas of activity.
