IDGC of Centre and "Russian Navigation Technologies" (RNT) signed at the beginning of 2011 the contract on creation for the electric grid company of the complex automated navigation and dispatching management system for motor transport. Project cost is 120 million rubles, its implementation is planned for the II quarter 2011.

Expense reduction on operation of the park of vehicles at simultaneous increase in efficiency of its work was recognized the major task for which solution the company started the project on creation of a corporate system of monitoring of transport. The Russian Navigation Technologies company won in an open competition, having provided the most attractive in the ratio "the price — quality" conditions.

As a technical basis of the solution the developed RNT GLONASSGPS of system / monitoring and control of transport "Autotracker" will be used. The contract provides installation of onboard Avtotreker blocks on 5,449 vehicles of the different types used in work of the servicing and repair crews. On 514 units of special equipment fuel level sensors will be in addition installed.

In IDGC of Centre creation of the geographically distributed system on 389 jobs consisting of the head dispatching center in the city of Belgorod and ten regional dispatching offices located in branches of the company is planned. This system will allow to plan work of transport, to visually keep track of location and movement of lorries, buses and special equipment on electronic cards. The manager will have an opportunity to control coordination of work of all motor transport, to automatically reveal deviations from the plan, and if necessary — to select additional resources. At the same time the monitoring system will create a complete packet of waybills, the standard and specialized reports giving the broad picture of use of transport in the company and in separate divisions.

"Our company is responsible for electrical power infrastructure in the huge territory, and without accurate work of motor transport it is difficult to carry out timely necessary works and to react quickly to emergency situations, redistributing resources. The modern monitoring system of Avtotreker transport will allow us to reduce movement time at emergency situations, so, to help consumers quicker" — the chief of service of mechanization and IDGC of Centre transport Sergey Agarkov emphasized.

Essentially new level is reached by not only separate technology transaction, but also quality of information support of adoption of any solutions connected with transport. The created infrastructure will have high potential of accumulation of functionality".


Creation of a corporate system of control of transport is included into the large-scale project of IDGC of Centre on implementation of management systems for electric power distribution (DMS system) and elimination of emergency shutdowns (OMS system) regarding implementation of functionality of management of mobile labor power (Mobile Workforce Management). At the same time the monitoring system is an essential part of all project since IDGC of Centre is one of the owners of commercial motor transport, largest in Russia, with the general park numbering over 15 thousand units of the vehicles (V).

In IDGC of Centre specialists of RNT created the geographically distributed system on 389 dispatching jobs consisting of the head dispatching center (Belgorod) and ten regional dispatching offices located in branches of the company. This system using Avtotreker technologies allows to plan work of transport and special equipment, to visually keep track of location and relocations of the CU on electronic cards. At the same time the dispatching service had an opportunity to control coordination of work of all motor transport, to automatically reveal deviations from the plan, and if necessary — to select additional resources. Let's note that the monitoring system creates the reports giving the broad picture of use of transport in the company and its separate divisions.

A system gives notable economic effect. So, the run was reduced by 15%, fuel consumption – for 27%, and inappropriate uses of the CU – for 70%. Significantly also time of movement of transport and special equipment at emergency situations decreased, respectively, the customer company had an opportunity to increase quality of the services and, in particular, quicker to help consumers.

Along with tracking of movement of all motor transportation park, increase in efficiency of planning of its work, cost reduction and fight against abuses, specialists of RNT had to solve some more complex problems. It was necessary to estimate a consumption of fuels and lubricants during the work in the different modes and use of the additional hardware: cranes, boring installations, etc. Besides, it was necessary to integrate a monitoring system with the information systems of third-party producers operating at the customer, including – with the ERP system of SAP.

Creation of a geographically distributed system of the automated jobs for form's sake of four hundred managers working in different regions became very difficult organizational and technical task. It was especially difficult effective to organize their training, to give necessary skills of work taking into account all nuances which were not specified in technical specifications. Successfully the organizational technology which is repeatedly fulfilled on big customers and also the centralized placement of the server hardware and use of technology of the thin client helped to resolve these issues RNT.

Avtotreker it is set approximately on a third of all of the CU, making the customer's vehicle fleet. However put in the created solution of a scaling option allow the customer to connect new machines and special equipment – without need to upgrade a server complex and software. Not only the IT component, but also the system of support of the solution is scaled. So, repair, service support and technical works on places are carried out by fourteen RNT branches and over seventy regional partners and dealers. At the same time the uniform point of entry in customer service optimum routes calls on specific contractors. In other words, growth of business of the customer will not affect operability of a system in any way.

There were both an outright sabotage, and broken wires, and the damaged equipment. But it is much more important that in the project there was a complete mutual understanding and with all IT shnymi commands, and with top management of the customer. It also became guarantee of successful schedule performance of works. It is sure that the Avtotreker system will successfully work in IDGC of Centre, not only without constraining business development, but also opening for this purpose new opportunities".
