Appointment as head of the Ministry of Health of the Kamchatka Territory
At the end of January 2025, Oleg Melnikov was appointed the new head of the Ministry of Health of the Kamchatka Territory. He replaced Alexander Gashkov, who was relieved of his post as Minister of Health of the region on January 25, 2025. This decision was made by the Governor of the Kamchatka Territory Vladimir Solodov following a working meeting on health issues in the Kamchatka Territory, the press service of the regional government said.
Gashkov's resignation occurred against the background of an incident in Petropavlovsk-Kamchatsky, where 50 patients of the regional oncological dispensary were infected with hepatitis B and S. It turned out that the focus of infection arose in the office of computed tomography, which was then closed by a court decision for 30 days. A criminal case was initiated under the article on negligence.[1]
Leaving office after reprimand from governor
Minister of Health of the Kamchatka Territory Oleg Melnikov did not join the new government of the region. The resignation occurred after a public reprimand from Governor Vladimir Solodov for the ineffective work of the department. This was announced by Kommersant on October 20, 2025.
The Governor of the Kamchatka Territory announced the composition of the future government without including the Ministry of Health in it. The decision was made after a series of criticisms of the head of the department.
The conflict between the governor and the Minister of Health escalated on October 13, 2025. Vladimir Solodov publicly criticized Oleg Melnikov at an operational meeting of the regional government. The reason for the discontent was the verification of the work of the ministry, which the governor conducted after complaints from the population.
Vladimir Solodov decided to personally assess the availability of medical care in the region. The head of the region twice called the reception of the Minister of Health, but did not receive an answer. After that, the governor tried to make an appointment with the district therapist in an operational manner.
The result of the check was unsatisfactory. The nearest GP appointment date was set for October 27, which meant waiting for two weeks. Vladimir Solodov regarded such a situation as unacceptable for the health care system of the region.
According to the local publication Kamchatka-Inform, the governor expressed indignation at the current situation. Vladimir Solodov noted that the inability to get to the therapist for two weeks is an outrage. He recalled that earlier the minister explained the problems with summer vacations of medical personnel, but in mid-October such excuses are unacceptable.
This is not the first time that Oleg Melnikov has been criticized. On October 3, 2025, the minister was reprimanded by the governor for low vaccination rates for residents of Kamchatka against influenza. The prevention campaign was only 18% of the planned volume.[2]
