2025: System Launch

On February 4, 2025, the Government of the Russian Federation announced the launch of the automated information system of the Territory Development Fund (AIS FRT). On its basis, the modernization of communal infrastructure in the country will be carried out.

Deputy Prime Minister Marat Khusnullin says that the comprehensive program provides for the construction and reconstruction of communal networks, as well as industrial facilities, including boiler houses, water intake systems, wastewater treatment facilities, etc. Funds are allocated for the work, including from the federal budget. Regions receive subsidies for the renewal of facilities and networks of the communal sphere. In accordance with the instructions of the President, by 2030 in Russia it is planned to improve the quality of utilities for 20 million citizens.

One of the key areas of work of the construction complex of Russia for the coming years is the modernization of communal infrastructure. This is an extremely important area that directly affects the comfort, mood and well-being of our citizens. At the same time, housing and communal services are one of the most sensitive industries, requiring great attention and volume of work, says Khusnullin.

The AIS FRT includes the base of all key elements of the communal infrastructure of the Russian Federation. This, in particular, is about 240 thousand objects, about 1 million km of engineering networks and 12 thousand resource-supplying organizations. Based on the information collected, the FRT, together with the Ministry of Construction and the regions, is preparing a comprehensive plan for the modernization of communal infrastructure in the country. It is also noted that in 2024, 704 measures were implemented within the framework of the program, including the construction and modernization of 1.5 thousand km of networks and the commissioning of 11 production facilities.[1]
