In 2009, the Foundation for the Promotion of the Development of Small Forms of Enterprises in the Scientific and Technical Sphere announced the holding of an open competition aimed at implementing the anti-crisis program of the Government of the Russian Federation.

FSR is a state non-profit organization formed by the Decree of the Government of the Russian Federation, one of three state scientific foundations.

In the anti-crisis program, the state assigned a significant role to information technologies, including ITIL/ITSM. In the Information Technology section, a competition was announced for "IT Services Management AIS, using modern web technologies and integrating with the enterprise resource management system."

In May 2009, the 1C-Rarus Branch won a competition for the development of an automated IT services management information system based on the latest 1C: Enterprise 8.2 platform, concluding an agreement with 1C for the development and subsequent development of a new product under the 1C brand.

The product was released under the name "1C: ITIL Enterprise Information Technology Management." Three revisions of "STANDARD," "TRAC" and "CORP" should be developed in the product production plans.

The STANDARD editorial board went on sale in June 2010, thanks to the support of the fund, it has a price of 9600 rubles without any restrictions on the number of jobs and users and has a fully open source program code.
