In the Arkhangelsk region work on creation of the automated information and analytical system of monitoring of activity of network of subordinated budgetary institutions began. A system "BARS became a technology basis of the project . Web Management of Development of the Region".

Objectives

To a uniform regional monitoring system all organizations and the organizations working in such industries as education, health care, culture, housing and public utilities, agriculture and veterinary science, social protection, spheres of work, employment, youth policy, sport and transport via the Internet will connect. In the web interface forms of statistical reporting will be available to organizations, and provided information, having appeared in real time in the uniform data warehouse, will become a basis for the analysis of social and economic development of the region.

In a complex

Among information collected by means of "BARS. Web Management of Development of the Region" – data on the services rendered by the public (municipal) institutions, data on the existing infrastructure, indicators on personnel of organizations and their logistics. This information has a set of scopes: from support of acceptance of management decisions before data output on the portal of the public (municipal) services. The customer of a system – GAU "Management of Information and Communication Technologies of the Arkhangelsk Region" – will have an opportunity to collect the most complete indicators on rates of informatization in the region.

The major functional unit of the implemented solution is assessment of activity of executive authorities of the subject of the Russian Federation and local government authorities according to the existing federal regulatory legal acts. At functionality of a system adapts to regional statutory requirements and techniques.

For the maximum return of use of the collected information means of the multidimensional analysis and different methods of visualization (interactive maps, diagrams, charts) are provided. At any time and in any geographical point responsible officials will have an opportunity to study necessary data, using the notebook, or iPhone and iPad devices.
