The Supreme Court of the Russian Federation buys AWS and MFP for 2.68 billion rubles

At the end of March, on the EIS Procurement portal, the judicial department under the Supreme Court of the Russian Federation published two tenders, a total of 2.68 billion rubles. The first describes the supply of automated workplaces (AWS - 1.52 billion rubles)[1], and the second - the purchase of printers and multifunctional devices (MFP - 1.16 billion rubles)[2]Both tenders have a mid-April supplier selection date.

Moreover, the number of purchased equipment is quite high - 20 thousand automated workplaces. The tender documentation states that computers are supplied with a pre-installed operating system from the register of domestic software. And as part of the second purchase, it is necessary to supply more than 20 thousand printers and 5 thousand. MFP.

Half of the purchased AWS are with two monitors. At the same time, no additional equipment, such as video cameras or speakers, is provided for by the contract, although the specification indicates quite high performance requirements and the presence of all multimedia interfaces in the AWS.

Computer service is expected to take 5 years. At the same time, some printers and MFPs should be maintained for two years, and the other part - for a year. The tender for the purchase of printing devices does not require their presence in the register of the Ministry of Industry and Trade or compliance with other domestic standards, however, since the entire purchase is organized within the framework of Law No. 44-FZ, it is subject to the rule of preferential purchase of domestic products.

In particular, the expert explained that:

  • The requirements in the description of the procurement object (terms of reference) contain additional information not provided for by the KTRU within the framework of the requirements of Law No. 44-FZ;
  • Specific technical parameters, form factor and high-frequency processors - such characteristics are characteristic either for custom solutions or for top models of a particular manufacturer;
  • Using a pre-installed OS from the registry - the supplier must have partner status in order to maintain price competitiveness;
  • Long warranty for 5 years with a service center in each region - such conditions are usually offered only by large market players;
  • Delivery of 20,000 sets (10,000 of each type) within a short time - 45 working days after the examination - similar volumes and rates of execution are possible only at the supplier with inventory for procurement or high production performance and well-functioning logistics.
  • The customer's demand for a single admission of non-conformity of samples of goods in the specification, after which non-conformity of samples gives the customer the right to make a decision on unilateral refusal to fulfill the state contract, look redundant, since law No. 44-FZ and civil law contain sufficient grounds for terminating the state contract;
  • The customer's requirement in the notes to the description of the procurement object (terms of reference) about the addresses of the customer's representatives, which "may be specified... within the subject of the Russian Federation "- are not measurable and do not allow estimating logistics costs containing 92 subjects and 398 addresses.

Modernization of jobs in the courts will help the work of justice in Russia

The modernization of equipment for the judicial department is long overdue, since the legislation makes it possible to consider cases completely remotely - the corresponding bill is now in the State Duma. However, as mentioned above, equipment for organizing VKS within the framework of these tenders is not purchased. Nevertheless, the AWS themselves can be used for remote meetings.

Of course, the technical characteristics of the automated workplace, including powerful processors, high-resolution monitors and stable network interfaces, allow them to be effectively used to ensure the remote presence of the trial participants, "added Evgeny Popov.

Both tenders have similar product selection procedures. First, within 5 working days, the client must provide five copies of the purchased products for an examination, during which the employees of the judicial department or invited experts check the compliance of the submitted samples with the requirements of the contract. Further, if violations are identified, the supplier must eliminate the identified deficiencies and resubmit samples within 5 working days. Replacement is possible only once.

When the experts of the judicial department confirm the quality of the samples, the final delivery must be completed within 45 days. Moreover, the supplied equipment must be distributed throughout the country - the winner of the competition must also provide delivery plans by region within 5 days from the date of conclusion of the contract.

It should be noted that last year the Information and Analytical Center of the Judicial Department purchased 620 servers of domestic production from Graviton. This company also has workstations that can be used, including for organizing AWS. However, similar products are produced in sufficient quantities by other large domestic manufacturers.
