About the system
The State Automated System "Justice" (GAS "Justice") is a geographically distributed automated information system designed to form a single information space of courts of general jurisdiction and the system of the Judicial Department under the Supreme Court.
The key goal of creating the system is to carry out comprehensive automation of all funktsionalnykh and supporting tasks facing the sudami of general jurisdiction, judicial soobshchestva bodies, the apparatus of the Judicial Department and its departments (departments) in the constituent entities of Russia, and some of the routine functions are not only automated, but also performed avtomaticheski.
The informatization of federal courts of general jurisdiction is carried out by means of the State Automated System of the Russian Federation "Justice."

Taking into account the significant specifics of arbitration proceedings (primarily openness), as well as a relatively small number of automation facilities located in large cities and having access to broadband communication channels, developments in the field of informatization of arbitration courts can be considered more advanced in terms of the introduction of modern information technologies, but at the same time less applicable within the framework of a single judicial system.

For the operation of the servers of the subsystems of the state automated system "Justice," the use of the following operating systems is considered:

What information security suppliers and products protect state automated system "Justice" from cyber attacks
On October 23, the Justice state automated system Support Information and Analytical Center announced a tender[1] for the supply of firewalls for automation facilities state automated system Justice. It is planned to purchase 130 firewalls with an initial price of 43.7 million rubles. Proposals are accepted until October 31.
The requirements for the procurement object indicate that "licenses for the use of Kolchuga-K ME IC software" must also be supplied with the devices themselves. It is clear that the supply of firewalls from other Russian manufacturers is not expected in this tender.
A similar tender[2] was played in 2023, when the IAC of support of the state automated system "Justice" purchased in November 100 firewalls from the company "Hub Service" for 69.9 million rubles. Then the requirements also had a strict binding to "licenses for the use of ME software IVC Kolchuga-K." And, judging by the tender documentation, this delivery was completed. Therefore, there is a possibility that it was these means of protection that worked at the time of the incident on October 6, when all the sites of the courts of the Russian Federation, except for the Moscow ones, were disabled.
In the company IVK, which is the manufacturer of firewalls "Kolchuga," TAdviser did not comment on the situation. Representatives of the company referred to the fact that the incident is now being investigated, and no comment will be published before its completion.
It should be noted that the purchase of firewalls is not the only tenders that the IAC supported the Justice state automated system to ensure the protection of its infrastructure. For example, in July 2024, the organization purchased[3] to extend the right to use during the year Kaspersky Lab antivirus software Kaspersky Total Security for Business Russian Edition in the amount of 26,925 pieces. The tender was won by Aitonika LLC for 31.7 million rubles. Most likely, it was these means of protection that stood at the workplaces of ship employees during the incident on October 6, since the Aitonika company reported on the fulfillment of the tender conditions.
No less interesting is the tender[4] for the provision of a comprehensive service for ensuring the functioning of the information and communication infrastructure of the GAS "Justice," which was held in June-July 2024 and was won by the company JSC "RTCOM." The winner was supposed to support the functioning of the state automated system "Justice" infrastructure for 1 billion rubles, which was determined in the accompanying documents.
It, among other things, contains information about the portal protection tool - the Positive Technologies Unified Chassis device, which is a comprehensive protection solution. In addition, in the same document there is confirmation of the use of the same firewalls of Kolchuga to protect the state automated system "Justice" portal.
TheIt should be noted that from the same tender documentation it follows that the state automated system "Justice" uses a lot of foreign equipment, the manufacturers of which have left. TAdviser sent requests to Kaspersky Lab and Positive, but the companies were unable to provide comments at the time of publication of the material.
A piquant detail is that the IAC of support for the GAS "Justice" carried out, among other things, the tender[5] for the performance of work on external security checks of the sites of the GAS "Justice," which was won by the company CJSC "Security Monitor" for only 920 thousand rubles. Apparently, this purchase was carried out, but it was almost ten years ago - in December 2015. Since then, it seems that the security of the state automated system "Justice" sites has not been checked.

For state automated system "Justice" purchase Chinese VKS solutions for ₽281 million
As part of the development of the state automated system "Justice," the purchase of Chinese-made video conferencing systems (VKS) is being carried out to equip 92 ships throughout Russia. The contract for the purchase of 1,089 devices, according to technical documentation, is estimated at ₽281 million and is likely to be executed using equipment from Yealink that meets all the requirements of the request published in October 2024.
According to CNews, the purchase involves equipping ships with monoblocks containing built-in codec, camera and microphones, which limits the participation of Russian manufacturers. The tender documents indicate the requirements that fully comply with the equipment of the Chinese brand Yealink M400-0012. The devices are designed to implement video conferencing tasks in judicial institutions - from Kaliningrad to the Yamalo-Nenets Autonomous Okrug.
The key requirement for purchased equipment is the presence of an all-in-one with an integrated ARES codec. This coding standard is applied exclusively by Yealink, since it is not supported by Russian manufacturers.
Yealink is a manufacturer of IP telephony and video conferencing equipment, whose products are supplied to more than 140 countries. In Russia, Yealink is represented by the distributor of iPiMatika, but the company does not have localized production in the country.
An additional requirement of the tender is the presence of four USB ports and eight microphones, as well as the ability to record video conferencing on USB media. According to open sources, such characteristics are absent in Russian analogues.
In the section "Audio Capture Tool for VKS," paragraph 3.2 indicates the presence of at least eight microphones in the microphone array. This requirement could limit potentially suitable audio capture devices with a 6-meter radius.[6]
Two-week glitch
As of October 23, 2024, the state automated system (GAS) "Justice" has not been operating for two weeks. Large-scale failures, according to available information, are associated with a hacker attack.
User complaints about problems with access to the state automated system "Justice" began to arrive on the evening of October 6, 2024. Subsequently, it is known that the problem affected a wide list of resources, including websites of federal arbitration courts on the arbitr.ru domain, websites of courts of general jurisdiction, departments of the Judicial Department in Russian regions on the sudrf.ru domain, as well as websites of magistrates on the domain msudrf.ru.
On October 22, 2024, the Judicial Department at the Supreme Court of the Russian Federation announced the restoration of the operability of Internet sites and the postal service of federal arbitration courts (arbitr.ru domain). It is also said about the completion of work on the launch of a software and technical complex of external information interaction, which is responsible for the interaction of courts with state bodies and organizations: this is the direction of requests, electronic executive documents, electronic registered letters.

The Judicial Department at the Supreme Court of the Russian Federation sent out a warning on October 8 signed by Vladislav Ivanov, Director General of the Judicial Department at the Supreme Court, that a number of information systems had been disrupted since October 7 in connection with the cybersecurity incident. Failure in the work of the sites of the state automated system "Justice"

In addition, the failure affected not only the websites of the courts, but also other services of the state automated system "Justice." In particular, electronic mailboxes of ships and the Electronic Justice service are not available. This creates significant difficulties for citizens and lawyers who cannot access the necessary information about court cases and trials.
Despite the large-scale failure, some judicial resources continue to function normally. In particular, the official website of the Supreme Court of the Russian Federation is available, as well as certain sections of the system of arbitration courts, including the file cabinet of arbitration cases.[11]
Purchase of PC for state automated system "Justice" for 977.5 million rubles stopped due to complaints
The purchase of software and hardware for the State Automated System "Justice" in the amount of ₽977,5 million was stopped due to complaints. This became known on August 9, 2024. The supply of automated workplaces was planned for more than 80 constituent entities of Russia. This was to ensure the creation of a single information space for courts of general jurisdiction and the judicial department under the Supreme Court of Russia. However, due to the stoppage of procurement, questions arose about the further provision of the judicial system with the necessary technical means.
Acting head of the Federal State Budgetary Institution IAC of the Judicial Department Vitaly Kolmakov confirmed that the cancellation of the purchase was carried out in accordance with part one of Article 36 of Federal Law No. 44-FZ "On the contract system in the field of procurement of goods, works, services to meet state and municipal needs." According to CNews, the main goal of the project is to provide cryptographic information protection and place system components in the contractor's data center. This will make it possible to effectively use access for the operation of various applications of the Judicial Department, including video conferencing, internal telephony and access to the State Automated System Justice databases.
Within the framework of the project, it is planned to organize high-quality transmission of all types of traffic between automation facilities and the data center of the Judicial Department through the MPLS network. The Contractor shall ensure the connection of the facilities to the network, organize quality monitoring of the provided component and guarantee a high level of availability - at least 99.9% for the data center and 99.44% for other automation facilities.
Special attention is paid to information security. The Contractor shall ensure the protection of confidential information transmitted between automation facilities, including the customer's data center, as well as between arbitration courts and the data center. Encryption should be carried out using certified means that meet the requirements of the FSB of Russia.
The system provides three classes of service for various types of traffic: interactive voice and video exchange, corporate information systems and traditional Internet traffic. This will control the quality of service of the transmitted data.
An important aspect of the project is to ensure a long term validity of key information - at least three years. To improve security, storage media will be placed in sealed containers or inside device cases without the possibility of removal.[13]

The terms of reference state that the installed operating system should be included in the Unified Register of Russian Programs for Electronic Computers and Databases Ministry of Digital Development of the Russian Federation. 2023: Billionth project to develop ICT infrastructure of justices of the peace curtailed in Russia

According to CNews, within the framework of the project, among other things, it was planned to organize secure interdepartmental electronic interaction, accept claims in electronic form and meetings of world courts in video conferencing mode. It was assumed that the relevant structures would be connected to the State Automated System "Justice." The formation and provision of the functioning of ICT infrastructure in the areas of justices of the peace was scheduled for 2022-2024.
In 2021, the Ministry of Digital Development approved the requirements for the protected connection of sections of justices of the peace. It was supposed to form a secure network between the objects of placement of judicial sites and the executive authority of the subject of the federation, which provides organizational support for the relevant instances. In addition, it was planned to create a secure network that provides communication with the data center of the Justice platform. At the same time, "equipment should have been used that provides cryptographic protection of information when it is transmitted over unprotected communication channels."
As part of the program, the federal budget was supposed to provide 7.71 billion rubles. In 2021, 1.39 billion rubles were allocated for these purposes, that is, approximately 18% of the total. However, further financial support for the initiative is not planned. Websites of Russian ships do not open or work intermittently
By December 9, 2022, the sites of Russian courts have not been opening or working intermittently for some day due to problems in the state automated system "Justice."
On December 8, 2022, the VChK-OGPU Telegram channel announced that the State Automated System Justice system had not been operating for several days, and information from the servers of the courts of general jurisdiction was not available for viewing.
According to RIA Voronezh, as of 13:30 on Tuesday, December 6, 2022, the sites of Voronezh ships do not work - when trying to enter the resources, a notification appears that the connection cannot be established.
The federal portal sudrf.ru does not work, as well as the websites of judicial departments registered on this domain. According to users on the Web, the problem has been observed for some time - people cannot use file cabinets of instances and receive information on court cases. The problem is being seen across the country.
According to the Downradar.ru service, the first reports of failures when accessing the sites of ships began to arrive on December 5, 2022 at 20:00, and the peak the next day at 12:00.
As of 14:00 on December 9, 2022, the websites of courts in St. Petersburg, including the regional court, are not opening. Purchase by the Perm court of a PC on Windows to work with the state automated system "Justice" due to incompatibility with Russian software
At the end of May 2022, the Perm Regional Court announced a tender for the purchase of 171 all-in-one computers with Microsoft Windows pre-installed on them. At the same time, in accordance with the law, government agencies must give priority to products from the register of domestic software and can purchase foreign ones only if there are no domestic analogues with the necessary technical characteristics.
Interruptions in the work of the websites of regional courts
On May 24, 2022, it became known that a massive failure occurred in Russia on the websites of regional courts. Resources are not loaded when you try to open them.

According to the auditors of the Accounts Chamber, the financing scheme of the center does not meet the requirements of the Budget Code in terms of including budget allocations for the purchase of goods, works and services for the informatization of ships: more than 50% of the budget allocations provided for procurement in the field of ICT were spent without being included in the informatization plan of the judicial department and did not pass approval in the Ministry of Communications.

The FAS decision on the complaint notes that the fact that only Kraftway solutions comply with technical requirements is confirmed by letters from such computer manufacturers as HP, Aquarius, Svega-Computer and Ramek-VS, which declared it impossible to offer products that respond to them. Based on the results of the consideration of the case, antimonopolists came to the conclusion that the technical requirements for the auction were drawn up in violation of the law and limit the number of bidders. Kraftway chose not to comment on the situation with the auction until the final summing up of its results. The second tender is related to the purchase of software and hardware for video conferencing. As stated in the documentation, the purchased TCP VKS are intended to organize real-time communication between the courtrooms of the Supreme Court of the Russian Federation, regional and equal courts, district courts, city courts, district military courts (OBS), garrison military courts (GVS), as well as with institutions of the Federal Penitentiary Service of Russia.
The software and hardware of the communication and data transmission subsystem (PSPD) and VKS must be fully compatible with the software and hardware used in the state automated system "Justice," namely: with the company's products Avaya - in terms of VoIP telephony and with the products of Polycom - in terms of equipment.
