2022: 2.34 billion rubles of budget funds were allocated for the development of the service
In early November 2022, it became known that 2.34 billion rubles of budget funds were allocated for the development of the Justice Online superservice (which allows for all stages of judicial workflow via the Internet). and the implementation of the project is the responsibility of the Judicial Department at the Supreme Court.
As CNews writes with reference to the federal project "Digital Public Administration" of the national program "Digital Economy," at the first stage, a prototype of a superservice for filing a statement of claim and complaints in digital form should be created on the example of one scenario. An information model of legal action in the context of civil proceedings should be built, a technical assignment for a prototype service for filing a claim and complaints in digital form and a software module of the prototype should be developed.
In 2022, a service of unified judicial regulatory reference information (NSI) should be created in terms of directories of civil and administrative proceedings. In 2023, a similar one should be created in terms of directories of arbitration proceedings, in 2024 - in terms of directories of criminal proceedings and proceedings in cases of administrative offenses
In all three cases, the NSI service architecture, reference book and classifier in terms of civil and administrative legal proceedings directories and service software modules should be developed. The Data Access Service must support access delimitation. To do this, the service architecture, metadata models, access rights differentiation matrices and service software modules must be developed.
In addition, Document Recognition Automation Engine components, Document Routing Engine components, Document Generation System components, blocks, and template generation logic must be configured. Technical support for users should be provided, including acceptance of applications and consulting, work on incidents and elimination of comments.[1]
2021: Start of development
On November 9, 2021, it became known about a contract worth 840 million rubles, which the information and analytical center of support for the Justice state automated system of the Judicial Department under the Supreme Court concluded with Orbit-Service LLC. We are talking about the creation of the Justice Online service, the launch of which is scheduled for 2022.
According to Kommersant, the winner will have to turn the outdated State Automated System system into a state-of-the-art online service that will combine the entire range of services necessary to go to court. It should be based on the website of public services and will allow citizens to avoid unnecessary trips to courts. The system itself will determine which court needs to file a lawsuit, and will calculate the amount of the state duty, allow electronic exchange of documents and take part in the trial remotely.
Also, the publication, referring to the documentation for the project, writes that it is planned to move from a territorial-distributed system of support for courts of general jurisdiction to centralized processing of information about cases - this will ensure the formation of a single electronic case throughout its consideration in courts of different instances. For this, the contract provides for the creation of a subsystem "Judicial workflow," which will ensure end-to-end numbering of cases throughout the judicial system and will reflect their movement through the stages. The documents note that the system "should be able to distribute cases to judges in manual and automatic mode." The case, according to the conditions of the purchase, can be redistributed an unlimited number of times, in the case of manual distribution, a reason must be indicated and it should be possible to form a report with a list of court cases that were manually distributed in a given period.[2]
2020:450 million rubles for the development of a service for online participation in court hearings
On September 7, 2020, it became known about the decision of the Government of the Russian Federation to allocate about 450 million rubles for the creation of the Justice Online super service, which will allow through the website of public services to remotely participate in court hearings. This is stated in the summary table of requests for changes in passports of federal projects prepared by the Cabinet of Ministers.

It is assumed that the service "Justice Online" will help better organize participation in legal proceedings of citizens, organizations and state authorities, as well as increase "the effectiveness of judicial activities through the use of modern information and communication technologies," follows from the document.
The head of the Federation Council Committee on Constitutional Legislation and State Construction Andrei Klishas, in a conversation with TASS, noted that a citizen will be able to participate in the process from any place, and identification will take place according to biometric data. In addition, the super service will make it possible to receive all notifications and documents in electronic form, as well as get acquainted with the case materials online in your personal account on the Public services portal. The court to file a claim will be determined automatically, which will eliminate the risk of error in the selection of the court when filing an application.
In the legal community, the introduction of online meetings is assessed ambiguously. According to the honorary lawyer of Russia Nikolai Vedishchev, that a similar form of the process should be introduced for the courts of cassation and appeal.[3]
