The group of companies ДОМ.РФ began the transition to personnel electronic document management using the HRlink service. Automation has already affected about 2.5 thousand people, which significantly facilitated the process of registration and mass signing of documents in a large federal company. HRlink (Innovations in Human Resources Management) announced this on April 9, 2025.

The offices of the ДОМ.РФ group are located in different cities of Russia. Some employees work in a remote format. Taking into account these features, the company is constantly introducing and optimizing digital tools. A large proportion of processes have been transferred to electronic format, and an electronic signature began to be used in personnel administration even before the start of the project. To increase the level of maturity of electronic personnel document management, it was decided to introduce a system of EDC that meets all the requirements of the legislation.

Despite the fact that personnel accounting is quite strictly regulated, each company has its own peculiarities of its maintenance, since business processes depend on the specifics of the industry, the degree of openness of the company, established rules and regulations. We used a comprehensive approach when switching to CEDO. A large number of divisions are involved in the project: personnel administration, IT, information security services, lawyers. A lot of work has been done to adapt and integrate KEDO into the existing IT and business landscapes of the company, - said Grigory Mokhnatkin, head of the Operational Efficiency division ДОМ.РФ.

The project for the transition to EDC at the ДОМ.РФ is being implemented in stages. At the preparatory stage, regulatory documentation was developed, after which the company's technical implementation of the HRlink platform in the on-premium digital loop began.

First of all, the necessary legal justifications and consents were collected, as well as an information campaign for employees was launched. Automation and translation of business processes took place in stages: vacations, business trips, work on a day off and a change in name were transferred to KEDO, then additional agreements. As of April 2025, issues of remote recruitment of employees and other personnel events requiring signing by employees and company management are being worked out. A project is underway to implement the EDC at the Bank of ДОМ.РФ, and integration with the internal Certification Center is being worked out.

Taking into account the requirements of information security, it was possible to sign personnel documents on the EPC platform using the MCD with the revision, and a mandatory requirement was fulfilled - the presence of a trusted time stamp of the UKEP.

The pilot project started in November 2024, in which the CEDO was launched in a test loop for 100 employees from Human Resources. After successful testing, the system was put into pilot production on production, then scaling began for the entire group of companies ДОМ.РФ.
