2025: Approval of the creation of the SEZ by the Government of the Russian Federation

In April 2025, Russian Prime Minister Mikhail Mishustin signed a decree on the creation of a special economic zone (SEZ) of an industrial and production type in the Chelyabinsk region. The new economic zone, called "Yuzhnouralskaya," will specialize in the production of robotics and will be located in the Krasnoarmeysky district near Chelyabinsk.

According to Rossiyskaya Gazeta, the planned investment of residents in the creation of industries in 2025-2027 will amount to ₽14,3 billion. In addition, ₽3,5 billion will be allocated from the regional budget for the development of engineering, transport, social and other infrastructure.

Mishustin approved the creation of a special economic zone for the production of robots in the Urals

The Governor of the Chelyabinsk Region Alexei Teksler emphasized the special specialization of the economic zone being created, noting that "robots will make industrial robots." The region intends to maintain and strengthen its leadership position in the field of robotics, which is in line with the general strategy for diversifying the local industry.

The first residents of the special economic zone will be five companies. In addition to the production of manipulators, they will produce trailed equipment, tracked systems and bearings. Logistics accessibility, combined with tax and administrative preferences, will attract serious investors to the region.

The prospects for the development of the Yuzhnouralskaya SEZ were specified during the recent visit of the First Deputy Prime Minister of Russia Denis Manturov to the Chelyabinsk Center for Industrial Robotics. In the territory of the special zone, it is planned to build five highly mobilized plants for the production of complex machine-building products.

Of particular interest is the project of building the first so-called "dark" workshops in Russia, which do not require direct human participation in production processes. These workshops will use Russian robots, domestic unmanned vehicles and advanced IT solutions of Russian development.[1]
