2025: Construction Application Approval

The Ministry of Economic Development of Russia supported the application of the Kaliningrad region for the construction of the year-round sea resort "Belaya Dune" with a total investment of ₽416 billion, of which ₽379 billion will be private funds, and ₽37 billion - state. The project can receive preferential financing through the mechanism of treasury infrastructure loans at 3% per annum for a period of 15 years within the framework of the national project "Tourism and Hospitality." This was announced by Deputy Minister of Economic Development of Russia Svyatoslav Sorokin on July 31, 2025.

According to the press service of the Ministry of Economic Development of Russia, the resort is planned to be built on the shores of the Baltic Sea under the village of Yantarny, 60 kilometers from Kaliningrad. The agency gave a positive opinion on the regional application after the working trip of the deputy minister to the Kaliningrad region on July 28-29, 2025.

Sorokin noted that the region is counting on treasury loans at 3% per annum for a period of 15 years to finance the engineering infrastructure of the project. The final decision on the provision of preferential financing will be made by the presidium of the government commission on regional development.

The application involves the construction of the engineering infrastructure of the resort, including access roads, electrical and gas supply systems. The Belaya Dune resort is being implemented within the framework of the Five Seas national project, which provides for the creation of large resorts on five seas of Russia.

The master plan of the resort is being developed by Туризм.РФ JSC, which should work out the layout of roads, engineering networks and sections for the construction of various facilities. The design of the resort's infrastructure will take two years, after which construction will last about three years.

The resort will include a 10.5 thousand room hotel complex, a large water park and a unique heated pool one kilometer long and 20 meters wide. The pool will be fenced with clear glass to protect against the winds. Hotels with duty-free shops will be located around.^[1]
