2025: Prison sentence for embezzlement of 153 million rubles when creating an ICT system for finding ships in distress

In early August 2025, it became known that a military court To Moscow in sentenced the defendants in the case of embezzlement of 153 million rubles in the supply of installations for finding Vega ships in distress in the ocean. The prison terms were received by the head of the skipper-technical department of one of the military units FSB Sergey Parotikov, the head of the acceptance of the military representative office Mikhail Dudarenko, the general director of NPP LLC Murom Radio Receiver Svyatoslav Denisov and the representative of Radio Navigator LLC Maxim Nechaev.

We are talking about a contract that was concluded by the logistics department of the FSB of the Russian Federation with NPP Murom Radio. This enterprise, among other things, produced personal radio installations of the global maritime communication system during the disaster of the Vega brand. The equipment was positioned as the "latest domestic development." The devices were delivered in 2014-2019 by the official dealer of the manufacturer - Radio Navigator LLC.

However, according to the Kommersant newspaper, a technical examination conducted by the Main Military Investigation Department (GVSU) of the TFR showed that the products were assembled on electronic boards purchased in China, produced by Samsung and Japan Radio Company corporations. It was established that the products not only did not meet the stated requirements, but were also supplied at an inflated price. As a result, the entire contract was rejected for 153 million rubles.

The defendants in the case were found guilty of especially large-scale fraud (part 4 of article 159 of the Criminal Code of the Russian Federation). Parotikov received three years in a general regime colony and a fine of 350 thousand rubles. Dudarenko was sentenced to two years in prison and a fine of 250 thousand rubles. Denisov and Nechaev received two years conditionally with the payment of fines in the amount of 120 thousand and 100 thousand rubles, respectively.[1]
