2025: Sentence - 6 years in prison for embezzlement of 139 million rubles

On August 4, 2025, the Moscow City Court upheld the verdict of the ex-beneficiary of UM-Bank Andrei Shlyakhov and former chairman of the board Yakov Gembukh, who were found guilty of embezzlement of funds from a credit institution. They were sentenced to 5 years 6 months and 6 years in prison, respectively.

According to the case file, these persons stole the bank's property in the amount of more than 139 million rubles under the guise of acquiring securities at an inflated value. We are talking about illiquid bonds controlled by Shlyakhov and Gemburg company "Spectrum." In November 2018, the Bank of Russia revoked the banking license from UM-Bank. The regulator said that in the balance sheet structure of this credit institution, more than half of the liabilities accounted for the attracted funds of the population, which the bank placed in low-quality assets (about 70% of the loan portfolio was formed by dubious and bad loan debts). At the same time, the bank systematically underestimated the amount of accepted credit risk. In addition, in order to conceal the real financial situation, UM-Bank carried out operations that were not transparent to the supervisory authority and aimed at artificially maintaining the amount of capital.

The Bank of Russia also noted that the organization's activities showed signs of unfair management behavior, namely, the implementation of transactions to withdraw liquid assets with damage to the interests of creditors and depositors. In November 2021, the state corporation Deposit Insurance Agency (DIA) sent a statement to the Moscow Arbitration Court to bring the persons who controlled UM-Bank to justice for damages.[1]
