Denis Roshchin graduated from Lomonosov Moscow State University. He is a candidate of medical sciences.
Carrière
He worked as a leading researcher at the National Research Institute of Public Health. N. A. Semashko and in the Department of Economics and Resource Support of Health of the Central Research Institute for the Organization and Informatization of Health (TsNIIOIZ) of the Ministry of Health. In addition, he acted as head of the department for monitoring the implementation of state health programs in the capital's Roszdravnadzor.
2025: Appointment as Head of the Health Department of the Government of the Russian Federation
On September 24, 2025, Prime Minister Mikhail Mishustin signed a decree appointing Denis Roshchin as Director of the Health Department of the Government of the Russian Federation. In this position, he replaced Igor Kagramanyan, who headed the department from January 2021.
Roshchin's work "Losses from diabetes mellitus and ways to solve the problem of their assessment" was published in the Russian electronic library of dissertations. Prior to his new appointment, he served as Deputy Director of the Department of health care Government. Roshchin is an adviser to the state Russian second-class service.
In turn, Kagramanyan, whose resignation order was signed on September 23, 2025, was appointed one of the auditors of the Accounts Chamber. Previously, he worked in the Ministry of Health of the Russian Federation, the Committee on Social Policy of the Federation Council, the Yaroslavl State Medical Academy.[1]
