Igor Nikolaevich Kagramanyan is a Russian statesman.

Biography

Born April 30, 1962 in the village of Baryatino, Kaluga Region, Russia.

Education

He graduated from school number 5 in Yaroslavl.

1986 - graduated from the Faculty of Medicine of the Yaroslavl State Medical Institute (specialty "Medicine").

2000 - graduated from the Faculty of Law of Yaroslavl State University named after P.I.Demidov.

Scientific degree

1999 - defended his thesis at the Moscow Institute of Regional Economic Research with a degree in Health Economics.

The topic of the dissertation: "Forecasting the economic activity of medical and preventive institutions in the system of budgetary and insurance medicine: On the example of the Yaroslavl region"[2].

2020: Appointment as the first deputy head of the Ministry of Health of the Russian Federation

On June 2, 2020, Igor Kagramanyan was appointed First Deputy Minister of Health of the Russian Federation. The corresponding order was signed by Prime Minister Mikhail Mishustin. It was published on the official portal of legal information.

Before becoming the first deputy head of the Ministry of Health, he represented the executive branch of the Yaroslavl region in the Federation Council and served as first deputy chairman of the Committee on Social Policy. The senator from the Yaroslavl region has been in this position since September 2017.

Speaker of the Federation Council Valentina Matvienko at a meeting on June 2, 2020 noted that the work of the Regional Health Council was held on Igor Kagramanyan,  TASS reports. He maintained a constant connection between the upper house of parliament and the Ministry of Health, she said. This work, according to her, was not noticed by the new Minister of Health of Russia.

The post of First Deputy Minister of Health has been vacant since March 2020, when Tatyana   Yakovleva moved to a similar post at the Federal Medical and Biological Agency of Russia from the Ministry of Health.

Earlier, Kagramanyan had already worked as Deputy Minister of Health of the Russian Federation. In this position, he oversaw the topics of medical education and accreditation, personnel issues, drug provision and others. 

In addition to Igor Kagramanyan,  the former State Secretary - Deputy Minister of Health of the Russian Federation Dmitry Kostennikov, who left this post in April, also returned to the Ministry of Health of the Russian Federation in May 2020. He was appointed assistant to the head of the Ministry of Health of the Russian Federation Mikhail Murashko.[8]

2021: Appointment to the position of Director of the Health Department of the Government of the Russian Federation

In mid-January 2021, Igor Kagramanyan was appointed director. Department of Health of the Government of the Russian Federation Before being appointed to this position, he was the first deputy minister, the health care Russia press service of the Cabinet of Ministers reports.

The Department of Health became one of the seven structures created under the apparatus of the Government of the Russian Federation in January 2021. Departments of industry, regional development, social development, construction, transport, power was also formed.

Three departments were abolished: the Department of Health and Social Development, the Department of Industry, power and Transport, and the Department of Regional Development and Infrastructure. Sergey Velmyaykin, who headed the Department of Health and Social Development of the Government, headed the Department of Social Development.

The reform of the apparatus of the Government of Russia is carried out in order to improve its work and organize effective control over the implementation of decisions taken by the president, the press service of the Cabinet of Ministers noted.

The reform should last from January to March 2021. Within its framework, the government will undergo reductions, the organizational structure of departments will change, duplication of the same functions by different structures will be excluded.

It is assumed that the reform will lead to a single standard for states and the organizational structure of ministries and departments, reduce central offices by 5%, and territorial bodies - by 10% (in general - more than 32 thousand units), mainly due to vacancies while maintaining the wage fund.[9]

He was awarded numerous awards: the medal "20 years of the withdrawal of Soviet troops from Afghanistan," "For Merit to the Fatherland" II degree (2005), "For the Commonwealth in the Name of Salvation," the badge of the Ministry of Health of the Russian Federation "Excellence in Health" (2003), and the honorary badge of the Governor of the Yaroslavl Region "For Merit in Education - Higher School"[10]
