Biography
Was born on October 4, 1978 in the Moscow region, Russia.
2000 - graduated from law department of the Russian state social university.
2011 – was trained based on the Chelyabinsk branch academies of national economy and public service under the President of the Russian Federation (in on the line system)[2].
Social and political activity
1996-2004 - the leading specialist, the chief specialist, the head of department, the deputy chief of Legal department of the Pension Fund of the Russian Federation (Moscow).
2004-2008 - the associate director, the director of Legal department of the Ministry of Health and Social Development of the Russian Federation (Moscow).
2009 - it is included in "the first hundred" a reserve of administrative staff, being under patronage of the President of the Russian Federation[3].
2008-2012 - the director of the Legal departamentaministerstvo of health care and social development of the Russian Federation.
Since 6/18/2012 - the secretary of state — the Deputy Minister of Health of the Russian Federation[4].
Velmyaykin acted as one of authors of the antismoking law which was signed by the president Vladimir Putin on February 25, 2013 and becomes effective since June 1, 2013. According to the law, in Russia it will be impossible to smoke in public places: at restaurants, cafe, on the street at distance of less than 15 m from inputs to premises of railway stations, ports, metro stations. On March 4, 2013 it became known that the Deputy Minister of Health of the Russian Federation Sergey Velmyaykin acting as one of authors of the antismoking law is relieved of the post. According to the order of the Government of the Russian Federation, he is appointed the First Deputy Minister of Labour and Social Protection of the Russian Federation.
"Appoint Velmyaykin Sergey Fedorovich the First Deputy Minister of Labour and Social Protection of the Russian Federation, having relieved him of the post", said in the text of the document which is published on the website of the government today. The corresponding order was signed by the Russian Prime Minister Dmitry Medvedev on March 1, 2013.
