Allocation of 5.5 billion rubles by the government for the implementation of the project

In Yakutia, the largest infrastructure telecommunications project "Synergy of the Arctic" was launched in Russia, providing for the construction of more than 7 thousand km of fiber-optic communication lines. In November 2025, the Russian Government, on co-financing terms, will allocate almost ₽5,5 billion to lay fiber-optic lines, and the region itself should invest the same amount.

According to TASS, the launch ceremony of the project took place in the village of Khandyga in the Tomponsky district and in Yakutsk with the participation of the head of the Republic of Sakha Aisen Nikolaev and the Minister of Digital Development of Russia Maksut Shadayev, who connected to the event in video communication format. To implement the project, a cooperation agreement was previously signed between the Ministry of Digital Development of Russia and the Republic of Sakha.

Russian Digital Development Minister Maksut Shadayev noted that the task was scheduled in 2022, when the agreement was signed. He stressed that there were no such projects in the new history of the country, when 7 thousand km of optics are laid. Shadayev said that this is actually the first large project with federal support of this scale, and the necessary resources from the Russian Federation have been allocated.

The head of Yakutia, Aysen Nikolaev, thanked the minister for his constant support. He stated that all the main issues have already been resolved, and expressed confidence in solving technological problems. Nikolaev stressed that the heads of all Arctic regions will provide all possible support to the project so that the most important line of life for many people is built without interruption, since the Internet and high-speed communication lines have become an integral requirement of any person.

The Yakut company Arktiktelecom is implementing the project. It is planned to build more than 7 thousand km of fiber-optic communication lines in extreme conditions. Since 2012, more than 14.5 thousand km of fiber-optic lines have been laid in Yakutia, and thanks to the Arctic Synergy project, the total length of communication lines in the republic will exceed 20 thousand km - half the length of the equator.[1]

Launch of the project

JSC ArcticTelecom"" plans to implement the project "Synergy of the Arctic" for laying a fiber-optic communication line in the northern regions. Construction 7 thousand kilometers of fiber optic network in the territory of the Republic of Sakha () Yakutia is planned for the period from 2026 to 2028. The project includes 61 settlements of the Arctic zone. The ground line will be integrated with the submarine cable of the project "" in the Polar Express urban-type settlement of Tiksi and the city of Pevek. This was announced by the General Director of ArcticTelecom JSC Andrei Kolesnik in October 2025.

According to ComNews, the company is considering expanding the project to the Chukotka Autonomous Okrug. The meeting with the head of the region took place within the framework of the Eastern Economic Forum to discuss issues. Cooperation in the satellite segment will continue regardless of the development of the optical network. In some small settlements, optical communications will not be available due to remoteness. Places of potential interest for subsoil users will always have a demand for the satellite communication segment. Climate features and emergencies in the region require mandatory network redundancy.

Andrey Kolesnik noted the lack of ground communications in the Republic of Sakha. According to him, the need for the satellite segment will continue for many years for the region. Docking with the Polar Express underwater cable is planned in the cities of Tiksi and Pevek. FSUE Morsvyazsputnik is slightly behind in the implementation of the project site to Tiksi, according to the head. Construction of the ground unit will begin next year by the company. As the ground segment develops, the underwater cable will also be completed. Both segments in Tiksi and Pevek will be fully integrated between 2026 and 2028.[2]
