Implementation BOSS-Referent in Rosgranstroy Federal State Institution

The IT company completed class ECM system implementation BOSS-Referent in "Directorate on Construction and Operation of Objects of Rosgranitsa" Federal state institution. During the project tasks of process automation of documentary ensuring management and of the organization of a common information space for geographically distributed structure of the customer were solved.

Until recently document flow in Directorate on Construction and Operation of Objects of Rosgranitsa (Rosgranstroy Federal State Institution) Federal State Institution was completely paper, and it created certain difficulties, especially in interaction of central office with regional representative offices (branches). For example, it was impossible to provide due control of execution of the instructions coming from central office in the subordinated organizations. Therefore at the end of 2009 the open competition at the choice of the partner capable to implement an electronic document management system and automation of technologies of documentary ensuring management of Rosgranstroy Federal State Institution was held.

The BOSS-Referent software product of the class ECM (own development of the BOSS-Referent company entering into IT Group) became a basis of an automated system of documentary ensuring management. Basic purpose of the implemented system — solving of tasks of the organization of document flow with orientation to automation of execution of administrative regulations, processes of preparation and holding competitive procedures.

During the project the common information space connecting all staff of central office and regional departments was created, flows of documents between levels are optimized, regulations of use of electronic document management and introduction of the uniform standard of work with electronic documents are developed. These regulations provide security, controllability and availability of documents. In addition the IT set and integrated the module of stream scanning constructed using technologies of ABBYY company with EDMS.

Along with system implementation specialists of IT developed the training program, trained in work with EDMS of users and now, in accordance with the terms the contract, perform technical support of the software solution. Today in EDMS 224 jobs are organized.

The project implemented in Rosgranstroy Federal State Institution allowed to provide transparency of internal processes, to adjust effective control of performing discipline, to accelerate the processes connected with document flow, processing of the entering and outgoing correspondence, documents acceptance from citizens (stream scanning is organized) and interfilial document flow. All this increased efficiency of all staff of organization.
