The national regulator of the Republic of Burkina Faso has launched the Russian supervisory level platform Helicopter View to monitor the activities of mobile operators, which allows you to aggregate and check the data of all communication providers in the country with the formation of an additional level of billing and analytics. The system was developed by Forward with the assistance of the Eurasian-Sahel Business Council for Economic and Cultural Cooperation Association and was implemented in eight months. The implemented solution covered control of the correctness of data transfer and operator reporting, monitoring of real revenues from communication services and turnover of virtual wallets of mobile money, calculating taxes and identifying fraudulent schemes. Already at the launch stage, the platform helped the regulator increase tax revenues to the state budget.
The technology platform includes five main components to provide a complete data processing cycle. Forward Mediation Device collects events from operators and normalizes information for subsequent processing.
Forward DWH provides a centralized storage environment for received and processed data with analytics and scoring functions. Forward Product Catalog contains individual operator price lists to correctly calculate the cost of services.
Forward Billing performs service charging and calculation of operators' tax liabilities based on real traffic indicators. Forward Monitoring provides centralized monitoring with key indicator group dashboard interfaces for the customer.
Forward Operations Director Maxim Sysoev noted that the company is proud of the implementation of a large-scale project in a short time. According to him, the state of Burkina Faso has received a tax control tool that simultaneously increases confidence in the market and helps operators fight fraudulent schemes.
