Approximately for half a year before the end of construction of oil refinery (Refinery) the tender for development of an automated system for operational accounting of shipment of products was announced. The winner of the tender in whom the large western and Russian companies participated, announced Center of Accounting Technologies company (1C: Franchisee, Moscow) with the offer on development of an original accounting system on the 1C: Enterprise 8.2 platform.
The Center of Accounting Technologies company has wide experience on automation of accounting at the enterprises connected with transfer of oil and oil products. So, specialists of the company successfully developed an accounting system for several branches – oil depots of Tatneft Gas Station Center company. The victory in the tender was promoted demonstration of opportunities of standard industry solutions "By oil depot and gas station: operational accounting" and "Accounting of oil depot and gas station" and also positive reviews about earlier completed projects at other enterprises entering into structure of JSC Tatneft.
Works at all stages of the project of automation, including preparation of technical specifications, design and system implementation and also trial operation, were successfully executed in time. Specialists of Refinery work with an information system in the mode of managed application. 50 jobs are automated. Now the information system is on support of Center of Accounting Technologies company.
Problems of operational accounting of shipment at oil refinery
Raw materials for Refinery is oil which arrives on the pipeline. For shipment of finished goods – light and dark oil products, liquefied petroleum gases, petrochemical products and also the granulated sulfur – several means of transport are used. The main volume of finished goods is shipped by rail. Shipment is also executed using the motor transport and pipelines.
Among the main objectives of operational accounting of Refinery it is possible to select production planning and shipments of finished goods, control of qualitative indexes of products, registration of results of laboratory tests and quality certificates, registration of shipment of products with different types of transport with printout of set of accompanying documents.
Possibilities of an automated system
A system supports all main business processes connected with shipment of products by rail, the motor transport and also on the pipeline. Storage of quality certificates of products and also data of the rolling stock – railway tanks, cars and cars is provided.
Problems of control of the main business processes are implemented. So, a system allows to control execution of the consolidating plan of shipment for a month, requests for shipment within the plan of shipment for month, shipments according to orders of owners of products, daily tasks for shipment, shipment volumes with the issued quality certificates, etc. Are provided control of indicators in quality certificates and also data storage about actual state of the reservoir park.
The structure of an automated system includes a big set of reports which use both the staff of Refinery, and owners of products. These are different registers of shipment, the register of quality certificates, analytical reports on accomplishment of plans, on a status of the reservoir park, etc.
Features of automation of Refinery
The greatest complexity is represented by a problem of a design of shipment of products by rail. For its solution at the enterprise separate structural division "Group of printing of railway delivery notes" with the state in several dozens of employees and the round-the-clock operation mode was created.
It should be noted that in business process "Shipment of products by rail" such electronic documents as "The request of the owner for shipment on railway" and "Canceling of the request of the owner for shipment on railway", "The order of the owner on shipment on railway", "A daily task for shipment on railway", "The register of cars under shipment", "The act of rejection of cars" and "Shipment of oil products on railway" are used.
The automated system allows to print several types of railway delivery notes. These are the Russian delivery notes on f. "GU-27" (single) and on f. "GU-27e" (group), export delivery notes, both single, and group on f. "SMGS" and on f. "TsIM/SMGS", delivery notes of "through Russian-Finnish railway communication" and also the Russian military delivery notes and delivery notes of the mixed message. At the same time some delivery notes need to be printed on bilateral sheets A3, others – on special forms. For printing possibility on special forms with small, about 50 g/m2, paper density the enterprise purchased large-format two-sided printers of Kyocera company with several trays and a high print speed.
It is possible to estimate the necessary volume of printing at a design of shipment of products by rail on the following example. After reaching design capacity the first stage of the enterprise will be capable to ship from 300 to 500 tanks with products in day. By export deliveries using single delivery notes in the SMGS form on each tank it is necessary to print not less than two, and for some directions – to four copies of railway delivery note. Each waybill copy in turn represents several bilateral forms of A3 format. Besides, for each tank it is necessary to print certificates on their suitability and several copies of the quality certificate. For structure of tanks different acts – about filling levels, about numbers of locking devices, about the end of transactions of loading, about transfer under protection, etc. are printed. Thus, for a shipment design by rail the Refinery needs to print every day several thousands of documents.
Storage of all information required for printing of railway delivery notes is provided in an automated system. Along with the name and product quantity, information on numbers and types of tanks, details of the consignor and consignee information on stations of departure and appointment, on a route of the movement of a load, on the producer, the buyer and the product supplier, on payers of railway rate and forwarding agents should be provided in document forms. In delivery notes special names of the product range, including in different languages which include different codes, card numbers of cover, schemes of transportation, hazard classes, etc. are used. Further upon registration of railway delivery notes in the ETRAN system (an automated system of the centralized preparation and execution of transportation documents) in information base systems are introduced data on numbers of railway delivery notes and the amounts of railway rate for each shipped tank.
Process of a design of shipment of products by other means of transport is simpler. For example, shipment by motor transport is made out by means of standard commodity-transport delivery notes with the application of quality certificates, and shipment on the pipeline is followed by execution of delivery-acceptance certificates. In addition for motor transport in a system also forms of admissions with barcodes are implemented electronic the admission and also integration of a system with automatic system of filling oil products is executed.
Use as a basis of the project of industry practices of Center of Accounting Technologies company and the 1C: Enterprise 8.2 platform in the mode of managed application allowed to solve all project tasks of automation and to start a new information system of accounting of shipment of products prior to plant operation.
