Biography

2018-2024

Olyunin has been working in the Ministry of Digital Development of Udmurtia since 2018. In 2024, he was appointed deputy head of the department. In this post, he oversaw the issues of information security and the development of the information technology industry, including the provision of support measures to ensure the outstripping growth of the IT sector. In addition, he was engaged in the organization of communications in small rural settlements. Under his leadership, in 2024-2025, more than 7 thousand residents in 44 settlements of Udmurtia received access to mobile services, and in five small settlements it became possible to connect to wired high-speed Internet. It is also noted that during these years the IT industry of the region showed a systematic growth in the number of employed and turnover of organizations.

2025: Appointment as Minister of the Ministry of Digital Development of Udmurtia

On November 11, 2025, Alexander Olyunin was appointed Acting Minister of Digital Development of the Udmurt Republic. In this position, he replaced Mikhail Fominov, who headed the department since October 2023.

Fominov left the post of Minister of Digital Development of the Udmurt Republic of his own free will. In the executive authorities governing the IT industry, he worked since 2012. In particular, he held the posts of Deputy Minister of Informatization and Communications of Udmurtia, Deputy Head, and then - Head of the Agency for Informatization and Communications of the UR, First Deputy Minister of Digital Development of the Region. He was awarded an honorary diploma of Ministry of Digital Development of the Russian Federation and gratitude to the head of the Udmurt Republic.

The key tasks of the Ministry of Digital Development of Udmurtia are the implementation of state policy in the field of informatization and communications, promoting the development of promising information and communication technologies and standards in the region, ensuring access of the population and organizations to information on the activities of state bodies, etc.[1]
