=2025: Aluminum Tube Production Launch

In the Angara region, the borrower of the FRP launched an import-substituting production of aluminum tubes. This was announced by the FRP on November 21, 2025.

The InComPro company began in Shelekhov, Irkutsk Region, to produce import-substituting aluminum tubes for ointments, creams and toothpastes. The volume of production will be up to 33 million tubes per year.

Investments in the creation of production amounted to 75 million rubles. Of these, in the form of a concessional loan under the joint federal-regional program "Development Projects," 41.8 million rubles were provided by the Federal Industrial Development Fund (FRP), and 17.9 million rubles - the Industrial Development Fund of the Irkutsk Region.

Aluminum tubes are used as packaging for pharmaceutical, cosmetic, food and other products - ointments, gels, creams, toothpastes, hair paints, adhesives, sealants, art paints, etc.

According to the company's estimates, about 22% of the Russian aluminum tube market is occupied by foreign manufacturers, mainly from China and Egypt. The Irkutsk company intends to become one of the largest producers of these products in the Siberian Federal District and replace part of the imports.

Thanks to the loan of the federal and regional Industrial Development Funds, the company entered a new market segment for itself. The creation of local production of such packaging will allow existing manufacturers of food, pharmaceuticals, cosmetics and household chemicals beyond the Urals to reduce prices for the purchased aluminum tube and stimulate the emergence of a new business. Also, the production of aluminum tube will make it possible to replace non-ecological laminate tubes, which will contribute to the environmental safety of the region, "said Alexander Prokudin, General Director of InComPro LLC.

Tubes are made from primary aluminum of Russian production without impurities of secondary metal, i.e. from "green aluminum" with a low carbon footprint and minimal impact on the environment. In addition, aluminum tubes are easily recyclable.

Among the potential buyers of products are leading Russian pharmaceutical and cosmetic companies, as well as manufacturers of art paints.

Along with high barrier properties, the aluminum tube, unlike laminate and plastic, has a "memory effect." This means that the residual deformation of the wall prevents the tube from sucking air into the interior after extruding a portion of the product. As a result, foreign substances and odors do not enter the content, which protects it from oxidation processes and microbiological contamination. This is especially important for preserving the properties of medicines, cosmetics (including hair dye) and food throughout the shelf life.
