History
2025: State Platform Launch
In December 2025, the Ministry of Culture of the Russian Federation and Дом.рф launched a digital наследие.дом.рф platform to attract investors to activities to preserve cultural heritage. At the same time, the Russian government approved the state program "Preservation of cultural heritage of the peoples of the Russian Federation" for the period from 2025 to 2045. The key participant in its implementation is the state-owned company Дом.РФ, and the main operational tool is the digital platform наследие.дом.рф.
The press service of "Дом.РФ" clarified the complex goals of the program: the preservation of cultural heritage sites (OKN), the reduction of administrative barriers in the field, the training of qualified personnel, the acceleration of the timing of the approval of project documentation and the conduct of state historical and cultural expertise.
One of the main tasks is to optimize the procedures for involving architectural monuments in economic circulation. The key target is the restoration and return to the regional economy of 1000 cultural heritage sites by 2030. To achieve these goals, "Дом.РФ" develops special mechanisms.
First Deputy General Director of Дом.РФ Alexei Niedens said that the corporation is working on financial support for investors, improving the legislative framework and interacting with regional authorities to simplify the process of restoring historical buildings.
A catalog containing more than 1,600 cultural heritage sites from 81 regions of Russia наследие.дом.рф placed on the platform. The platform provides investors with information about the concessional lending program for such projects, the operator of which is Дом.РФ. A database of 730 contractors licensed to work with architectural monuments is also available.
The Digital Roadmap function implemented on the platform for online monitoring of restoration work is already used to control more than 130 objects transferred to investors. In the future, the platform's functionality is planned to be expanded for electronic translation of key administrative procedures related to the preservation of the OKN.
The government also approved a special method for calculating the indicator characterizing the increase in the number of cultural heritage objects brought into satisfactory condition using the tools of "Дом.РФ."[1]
