The state budgetary institution "Project Institute" of the Yaroslavl region announced a competition for the implementation of research work as part of the creation of the General Plan of Yaroslavl with an initial contract value of ₽90 million. This was reported by YarNews on December 26, 2025.
According to YarNews, according to the decree of the governor of the Yaroslavl region, the state budgetary institution "Project Institute" is responsible for the development of the main urban planning document. The organization decided to involve third-party specialists to conduct the necessary research. The competition is posted on the public procurement portal.
The draft contract states that the key task of the contractor is to develop the concept of spatial development of the territory and create electronic digital models. Special attention is paid to the formation of an electronic transport model for the city of Yaroslavl. Digital models will allow planning the development of the city on the basis of data.
The electronic digital transport model of the urban district of Yaroslavl is an interactive model. The system allows you to calculate and visualize various scenarios for the development of the city, taking into account the specified parameters. The population size, the number of places of employment, the mobility of the population and the peculiarities of the choice of mode of transport are taken into account.
The model also takes into account motorization parameters and operational characteristics of the road network. A comprehensive approach ensures the accuracy of forecasts. Data from different sources is integrated into a single system.
To collect the information necessary for this work, the designer must request data from mobile operators and hold meetings with representatives of focus groups. Data from mobile operators contains information about population movements. Mobility analysis helps to understand traffic flows.[1]
