The IT company completed Research and Development on the subject "Creation of the Integrated Management Information System of Outside Lighting of the City of Moscow". More than 20 information systems are united in a system, new software and hardware complexes for uniform technology (dispatching) object management of outside lighting, located in the Russian capital are offered. Three years worked on the project all main divisions of IT, subsidiary companies of IT Group, subcontractor of Svetoservice LLC and a project team of the functional customer of a system SUE Mossvet. The price of the public contract was 190 million rubles.
Acquired the right to execute this project of IT in 2008, having won competition in which was the only participant. Before tender specialists of IT prepared for it several months, having developed together with the customer and subcontractor the concept of creation of the Integrated Management Information System of Outside Lighting (IMISOL), technical specifications on execution of works and also offers on structure, terms and results of project implementation. The starting price of the contract was reduced by 60 million rubles.
The main goal of creation of IIUSNO consists in significant increase in efficiency, reliability and quality of outside lighting and also ensuring operational management and response of technical and dispatching services to extraordinary and emergency situations in the system of outside lighting of the city. Within project implementation more than 20 systems which are functionally grouped in four blocks are developed:
- systems of operational supervisory control and management of technology processes of outside lighting;
- process management systems of the corporate level;
- information systems and services of general purpose;
- system of the system equipment of informatization of outside lighting (IT infrastructure).
Hardware and software systems of the Central dispatcher station, dispatcher stations, points of a power supply and transformer substations, the Situational center of outside lighting belong to the IIUSNO infrastructure components the Center of storage and data processing (the main and reserve).
For creation of the Center of storage and data processing the Kraftway servers were used, the Situational center is equipped with software and hardware tools of Polycom, as the database software of Oracle, the workflow system - BOSS-Referent is applied, the corporate system of data transmission is based on the equipment Cisco, a departmental telephone network – on Avaya. The application software is developed by IT company and its affiliated firms. The IT proposed technical solutions on the basis of the accumulated experience on creation of corporate systems and experiment of Svetoservice LLC on creation of the systems of class APCS, the existing technical condition of hardware-software infrastructure SUE Mossvet, the information technologies used in the organization.
The scope the system of all control objects outside lighting will help to optimize work SUE Mossvet and to reduce the costs connected with operation of a system of outside lighting of the city SUE Mossvet and contract organizations which are responsible for operation of a lighting system of Moscow will provide the best coordination of activity of divisions.
Pankov Igor, the head of department of information technologies SUE Mossvet, commented on project results: "Need for creation of this system became ripe long ago, the main problem of the enterprise - the insufficient level of automation. Results of Research and Development allowed to consolidate an information resource SUE Mossvet, to develop the mechanism of creation of a geographic information system of outside lighting, to create the industrial samples automated workplaces of the central dispatcher station and dispatcher stations integrating different management systems for outside lighting in the single interface, to develop standard infrastructure of transformer substations and points of a power supply. But it only the beginning of a way. Now only in five dispatcher stations from 17 available the new software of IIUSNO is set. About 4% of points of a power supply of outside lighting, less than 1% of transformer substations of 6-10 kV, 1% of objects of architectural illumination are controlled a system. Therefore results of Research and Development need to be implemented on all subjects to outside lighting".
