2025: Reduction of cargo turnover of seaports of Ukraine by 16% to 81.7 million tons

At the end of 2025, the cargo turnover of the seaports of Ukraine amounted to 81.7 million tons. This is 15.9% less than the previous year, when the figure reached 97.1 million tons. Such data on January 14, 2026 was published by Deputy Prime Minister for the Restoration of Ukraine - Minister of Development of Communities and Territories Oleksiy Kuleba.

According to him, the forecast indicator of cargo turnover was implemented by 100.5%. At the same time, in 2025, the ports fulfilled more than 95% of the transshipment plan - 82.2 million tons of cargo. The basis of cargo turnover has traditionally been formed by agricultural products - 44.2 million tons, which is more than 53% of the total (however, the result was 26.3% less than in 2024). Ukrainian products were exported to 55 countries of the world.

Kuleba emphasizes that container transportation increased significantly in 2025. They reached 215,748 TEU (twenty-foot equivalent) to 129,902 TEU the year before. Thus, growth was recorded at 66%. The results shown, as Kuleba notes, indicate that the port industry remains a pillar of the country's economy even in the conditions of the prevailing geopolitical situation.

Despite all the challenges, in 2025 the transport infrastructure in Ukraine not only functioned, but also developed: we launched new routes, expanded international traffic, opened additional opportunities for export, introduced digital tools at the border, Kuleba says.

More than 8.2 million tons of cargo were transferred through the Danube ports of Izmail, Reni and Ust-Dunaysk in 2025 against 17.3 million tons a year earlier. In general, water logistics remained one of the key areas of export and import of Ukraine. International support was attracted for the development of Danube ports and inland waterways.[1]
