1 Transport Industry Digitalization Trends Overview
The total expenses of regions and state-owned companies on digital transport solutions since 2019 amounted to about ₽100 billion. The IT market in 2024 grew, according to various estimates, to ₽40 -60 billion. In 2024, government contracts and integrators accounted for ₽20 -25 billion of the market volume. For 2025, an increase of 5-20% was expected, primarily due to state financing, but there was a cooling of investment activity.
The structure of the projects is dominated by automobile IT (up to 80%), railway (10-15%), urban passenger transport (up to 10%). In supplies, the share of hardware is significant: hardware complexes (50 +%), software (25-30%), services/integration (15-20%). Among the key areas of demand: transportation and logistics management, telematics, monitoring, as well as platforms for end-to-end interaction of transport process participants.
In the transport industry, digitalization often begins with measurable, infrastructure cases (monitoring, fixing, traffic management), and then moves to platform logic, when data, management and services are collected into a single loop and begin to work for end-to-end performance indicators.
The main customers are regional and municipal authorities of large agglomerations. The share of private business is estimated at 10-15%, there is a formation of sustainable demand from carriers and logistics operators.
The main drivers are government orders and regulators, import substitution, technological trends (cheapening and growing the role of sensors, widespread penetration of telematics, the development of analytics/predictive scenarios, updating cloud scenarios, edge computing, API integration).
In 2026, digital readiness becomes a factor in admission to the market, EPD (including ETrN) go to the "default" mode, and NCTPL and associated services will become a new "assembly point."

2 Russian Transport Management Systems (TMS) Market Overview
The replacement of Western solutions after 2022 pushed the evolution of TMS in Russia. These systems have evolved from "exoticism for leaders" into massive management transportation infrastructures that manage costs, service and end-to-end data as well.

Digitalization of the transport industry has left the category of "niche" into the scaling phase, but growth indicators remain fragmented depending on the segment, territory and assessment criteria. The growth of cyber attacks and increased requirements entail an increase in the timing and cost of implementations, which slows down digitalization. Limits scaling of incompatibility of solutions and protocols, shortage of specialists and instability of funding.
In 2026-2027. a turning point is expected, the transition to the mandatory digital infrastructure regime, in which security and regulatory compatibility determine not only efficiency, but also the very possibility of participating in the transportation process.
