2026: Industry Consolidation for Dialogue with Regulators
The Association of Communications Companies (AKS) on February 17, 2026 announced the restart of its activities and the transition to an active phase of work.
The organization, founded in 2014 and known for its contribution to the development of Federal Law No. 67 (regulating operators' access to apartment buildings), resumes operation in response to the increased intensity of regulatory changes in the telecommunications sector.
The professional community records a high rate of rule-making, as a result of which a number of new requirements carry the risk of excessive administrative and infrastructural pressure on telecom operators, as well as a deterioration in the quality of the provided communication services, and a load on the technical services of telecom operators. Market participants are faced with the issue of assessing new laws and their impact on the stability of communication networks.
The key task of the updated AKS is to form a professional platform for developing a consolidated position of the operator community. The association's activities will be aimed at formalizing industry problems and their further broadcast to the relevant Ministries and Departments: the Ministry of Digital Development, Communications and Mass Media (Ministry of Digital Media), Roskomnadzor ( RKN), the Federal Antimonopoly Service (FAS ), the Federal Security Service (FSB) and the Ministry of Finance (Ministry of Finance ).
AKS President - Alexey Sturov. The Management Board includes Dmitry Terentyev (LLC "IVC") and Yaroslav Dubovikov (LLC "United Telecommunications Corporation"), who will be responsible for operational activities and community development.
Unlike commercial consulting structures, the updated AKS positions itself as an open industry community. The main emphasis is not on legal support for individual companies, but on collective advocacy of the interests of the entire sector. The Association emphasizes the readiness for dialogue with the state and recognizes the importance of the tasks facing regulators. At the same time, the key principle of work is "soft power": reporting the technical and economic features of the functioning of telecom infrastructure to decision-makers in order to prevent norms that can violate the integrity of networks or inter-operator interaction.
The work of the Association will be built on thematic blocks and working groups, which will allow deeper study of the specifics of each issue. Priority topics include:
- Improving law enforcement practices in the area of access to apartment buildings, including issues of strengthening the responsibility of management companies for obstructing the legitimate activities of operators.
- Settlement of tariff policy and procedure for arrangement of communication lines on supports and in cable-line structures (LCS).
- Protect the interests of operators in the development of legislative "anti-fraud" packages, including the issue of marking calls and maintaining a balance between security and service performance.
- Building constructive interaction with the power unit and regulators on outsourcing and maintenance of networks.
- Support and development of cable television broadcasting.
The strategic goal of AKS is the widest possible representation of telecom operators. To do this, a decision was made to establish a symbolic admission fee. This step is intended to remove financial barriers to entry and emphasize that the organization is a non-profit project, a tool for consolidating the voices of market players.

For companies that are not ready for publicity, the association offers the possibility of anonymous participation: in this case, AKS acts as an aggregator of opinions and a "proxy" to convey the operator's position to departments without disclosing its commercial name in the public field. This approach is designed to protect companies that fear administrative pressure for open criticism or initiatives.
| The state has its own task. Operators understand this and are ready to support the necessary changes in the industry. But these changes should not lead to the breakdown of infrastructure, disruption of inter-operator ties, and cross out the achievements of the industry.
