Biography

Pyotr Lucic Noskov was born on September 1, 1956 in the village Sharalday of Mukhorshibirsky district Buryat the ASSR.

Education

The mechanical engineer, the accounting economist has two higher educations on specialties.

After the termination of the Buryat state agricultural institute worked as the teacher of Upper Zhirimsky SPTU-2. From 1979 to 1991 was an engineer, then the deputy chief and the chief Rayselkhoztekhniki of Mukhorshibirsky district, the director of state farm Avangard.

Career

• From 1992 to 1997 – the Chairman of the Committee on state property and municipal economy of District Administration;

• 1997-2002 – the head of Mukhorshibirsky district;

• The 2002-2005th. – the chairman of the State Committee of RB on environmental management and environmental protection, in 2005 was appointed to the position of the minister of natural resources and environmental protection of Buryatia.

• The decree of the President of RB of 9/30/2008 No. 313 it is appointed the Deputy Prime Minister of the Republic of Buryatia – the Head of Presidential Administration and Government of the Republic of Buryatia, the member of the government of the Republic of Buryatia.

• Is the honored worker of agro-industrial complex, has the certificate of honor NH RB, the Republics of Buryatia, the Ministries of natural resources of the Russian Federation.

Powers

Directly directs work of Presidential Administration and Government of the Republic of Buryatia. Coordinates questions of the public civil service, local government, national policy, interaction with public associations and political parties, formations of the state information resources, mobilization preparation. Provides coordination of activities of executive bodies of the government of the Republic of Buryatia for the specified questions. Directly coordinates activity of Permanent mission of the Republic of Buryatia of the Russian Federation in Mongolia. Provides coordination of activity of territorial authorities of federal executive authorities, other state bodies and organizations within competence, including:

• Military commissariat of the Republic of Buryatia;
• Offices of the Federal Penitentiary Service on the Republic of Buryatia;
• Managements of Federal registration service on the Republic of Buryatia;
• Offices of the Federal Bailiff Service of the Republic of Buryatia;
• Managements of Judicial department at the Supreme Court of the Russian Federation in the Republic of Buryatia;
• The Offices of the Federal Migration Service on the Republic of Buryatia;
• Managements of the Ministry of Justice of the Russian Federation on the Republic of Buryatia;
• branch of Federal State Unitary Enterprise "All-Russia State Television and Radio Broadcasting Company" - State TV and Radio Broadcasting Company "Buryatia", Ulan-Ude";
• Department of the public courier service at the Government of the Russian Federation in Ulan-Ude.

Coordinates activity of mass media concerning which act as founders the President of the Republic of Buryatia or the Government of the Republic of Buryatia. Directs work of the commissions and councils created by legal acts of the Republic of Buryatia. Performs other powers according to laws of the Republic of Buryatia, legal acts of the President of the Republic of Buryatia and the Government of the Republic of Buryatia, orders of the President - the Prime Minister of the Republic of Buryatia.
